Position Overview:

The Labor Compliance Manager will oversee and manage all compliance activities related to federal, state, and local wage requirements, including the Davis-Bacon Act, Inflation Reduction Act (IRA) prevailing wage provisions, and associated Department of Labor guidance. This leadership role is critical to ensuring that our Battery Energy Storage Systems (BESS) and other energy projects meet all applicable labor standards. The manager will supervise a team, train personnel, and implement processes to maintain compliance across multiple projects while coordinating closely with Project Managers, HR/payroll, subcontractors, and field operations.

This position is based onsite in Tampa, FL, with the potential for remote work once fully established in the role. The candidate must be travel-ready, with approximately 50% travel between Florida and Texas, and occasionally to Mississippi or other regional project sites.

Duties and Responsibilities:

  • Manage, mentor, and train a team of compliance personnel, ensuring quality, accuracy, and adherence to federal and state labor laws.
  • Oversee all project compliance activities, including certified payroll review, wage determinations, apprenticeship tracking, and fringe benefit allocation.
  • Ensure proper setup and maintenance of project compliance files in OneDrive or shared platforms.
  • Lead the review and verification of subcontractor classifications, apprenticeship participation, and reporting accuracy.
  • Collaborate with Project Managers on payroll, compliance processes, and risk mitigation related to prevailing wage projects.
  • Serve as the primary point of contact for audits, agency reviews, and owner-requested compliance documentation.
  • Monitor and implement updates related to labor laws, prevailing wage requirements, and IRA compliance regulations.
  • Provide leadership in managing internal reporting and metrics to track compliance status across projects.
  • Actively engage in hands-on compliance work when needed, balancing managerial oversight with process execution.
  • Support cross-functional teams in Microsoft Office Suite, particularly Excel, Outlook, Word, and OneDrive; ability to work in shared files and teach others as necessary.
  • Travel as required, including project site visits, regional training, or office collaboration.

Minimum Qualifications:

  • Bachelor's degree in Construction Management, Business Administration, HR, Legal Studies, or related field preferred.
  • Proven experience as a manager or supervisor with direct people and process management responsibilities.
  • Minimum 5 years of experience in labor compliance, payroll management, or construction project administration.
  • Strong knowledge of federal and state wage laws, prevailing wage, and IRA labor compliance regulations. Union or prevailing wage contractor experience preferred.
  • Demonstrated ability to manage complex payroll systems, certified payroll reporting, and project compliance audits. Spectrum experience is a plus.
  • Proficient in Microsoft Office Suite; experience with compliance software such as LCPtracker is preferred.
  • Exceptional communication skills and the ability to handle difficult conversations effectively.
  • Willingness to travel regionally and occasionally work extended hours or weekends.

Preferred Qualifications:

  • Experience in the construction, manufacturing, or energy sectors.
  • Hands-on experience with payroll data entry, reporting, and compliance management.
  • General Ledger (GL) experience or accounting familiarity.

Physical Requirements:

  • Ability to lift and handle materials up to 25 pounds.
  • Comfortable walking and performing site visits in various weather conditions.
  • Must be able to access field trailers, temporary stairs, and trucks as needed.
