About the Role

We are seeking six experienced and dynamic Training & Instructional Design Consultants to join our Leadership Academy Design Team. This is a unique opportunity to shape and deliver a large-scale leadership and CPD programme that supports the strategic priorities of the UK’s largest police force.

You will lead the design of structured, measurable, and engaging learning experiences using industry-recognised instructional design methodologies and adult learning principles. Your work will directly impact the development of current and future leaders across the organisation.

Key Responsibilities

  • Conduct comprehensive Training Needs Analyses (TNA) to identify learning gaps and align training with strategic goals.
  • Design structured learning curricula using Training Objectives (TOs), Enabling Objectives (EOs), and Key Learning Points (KLPs).
  • Apply learning taxonomies (e.g., Bloom’s) to define and structure learning levels.
  • Develop assessment strategies and specifications aligned with learning outcomes.
  • Create detailed lesson specifications and lesson plans for consistent delivery.
  • Design and develop high-quality, engaging leadership training programmes.
  • Produce Train the Trainer packages and support instructional QA activities.
  • Collaborate with stakeholders, SMEs, and business leaders to ensure relevance and impact.

Essential Skills & Experience

  • Proven expertise in instructional design and training lifecycle management.
  • Strong stakeholder engagement and consultation skills.
  • Advanced curriculum development using TOs, EOs, and KLPs.
  • Proficiency in Microsoft Office 365 and SharePoint.
  • Excellent communication, project management, and organisational skills.
  • High attention to detail and a quality-focused mindset.

Desirable

  • Experience in public sector or uniformed services (e.g., police, military).
  • Background in complex, hierarchical organisations.
  • Familiarity with ADDIE, SAT, DSAT or similar instructional design models.
  • Experience managing QA in adult learning environments.

  • Fast-tracked vetting (1–3 weeks).
  • Interviews to commence week of 14th July.
  • Office attendance days will be designated by the organisation.
