Strategic Partnership Lead for Assets & Estates - Kirklees Council
  • Up to £650 per day Umbrella
  • Location: Kirklees
  • Working Arrangement: Hybrid, 2 office days per week
  • Job Type: Temporary, full-time
  • Contract: Initial 6 months

Kirklees Council are looking for a Strategic Partnership Lead for Assets & Estates to provide leadership and management across the Asset Strategy team and the Disposals, Acquisitions, and Commercial teams. The successful candidate will be responsible for the strategic and operational management of these services, ensuring the Council’s Asset Strategy is developed and implemented effectively, and that the Council’s land and property assets are managed efficiently to support service delivery and achieve the Council’s objectives.

Day to Day of the Role:

  • Lead the development and implementation of the Council’s Asset Strategy.
  • Provide strategic oversight of the Council’s office accommodation portfolio post-COVID, aligning with the Way We Work programme.
  • Conduct periodic reviews of all Council-owned property and land assets to ensure efficient and effective use.
  • Liaise with Corporate Facilities Management Service to support FM services to Council property and land.
  • Collaborate with Council Services, Partners, and regional organisations to optimise the use of the Council’s assets.
  • Oversee the Community Asset Transfer process and manage the Assets of Community Value process.
  • Lead the strategic management of the Council’s Commercial portfolio, ensuring financial performance and contribution to strategic outcomes.
  • Provide strategic leadership on key Council regeneration projects and manage major land and property acquisitions and disposals.
  • Oversee the Disposals and Acquisitions process, ensuring compliance with Council procedures and legislative requirements.
  • Manage property-related enquiries and issues in a professional and timely manner.
  • Ensure the accuracy and robustness of the Council’s GIS (Terrier) Mapping system.
  • Manage the revenue budget and income targets for the Assets and Estates Service.
  • Support the regeneration of Kirklees through innovative use of land and property.
  • Develop and implement Key Performance Indicators for service performance monitoring.

Required Skills & Qualifications:

  • Degree qualification or equivalent.
  • RICS qualification and membership
  • Significant experience in a local authority or similarly complex organisation in a middle/senior management position.
  • Proven track record of service delivery and managing organisational change.
  • Experience managing significant budgets and leading teams in an asset and/or estates function.
  • Strong influencing, stakeholder management skills, and the ability to negotiate complex issues.
  • Up-to-date knowledge of external issues affecting areas of responsibility.
  • Proven ability in strategy and plan development, data analysis, and business process improvement.
  • Strong change management skills and a commitment to performance management.

Salary : 400 - 650
