  • Location: Kirklees
  • Pay Rate: £350-£550 per day Umbrella
  • Job Type: Temporary, full-time
  • Contract: Initial 6 months
  • Working Arrangement: Hybrid, can be worked mostly remote

Kirklees Council are seeking a Service Manager for Building Safety (Programme and Performance) to support the Head of Service with strategic, operational, and financial management. This role is crucial in ensuring statutory requirements for building safety are met across six key compliance areas: Fire Safety, Asbestos Management, Gas Safety, Electrical Safety, Water Quality, and Lifts.

Day to Day of the Role:

  • Lead the development and delivery of a robust building safety management regime and related compliance and performance reporting.
  • Coordinate the collection and management of building safety data to maintain compliance and enable timely actions.
  • Support the team in introducing and implementing Standard Operating Procedures, updating them as necessary.
  • Develop a risk management approach across the six key compliance areas, ensuring proportionate and effective responses.
  • Maintain up-to-date knowledge of regulatory frameworks affecting building safety and ensure staff training and support.
  • Advise the Accountable Person and relevant groups on any breaches of standards and remediation plans.
  • Champion the delivery of the Asset Management Strategy to meet the Kirklees Housing Standard.
  • Oversee a team of building safety technical specialists and provide line management for assigned managers.
  • Guide resident engagement on building safety, helping them understand strategies, plans, and their safety roles.
  • Monitor and support the commissioning and procurement of suppliers, contractors, and consultants, managing quality and value for money.
  • Oversee complaint investigations, ensuring efficient resolution and service improvement strategies.

Required Skills & Qualifications:

  • Relevant management level knowledge and experience in Compliance and Building Safety Regulatory Frameworks.
  • Degree in Construction and Built Environment or Project Management, or equivalent experience.
  • Professional Qualifications such as MCIOB, MRICS, PMP are desirable.
  • Proven ability to manage specialist building safety information in social housing.
  • Track record of data management, performance reporting, trend analysis, and risk profiling.
  • Experience in developing organisational responses to Regulatory requirements.
  • Excellent leadership, project management, and delivery skills.
  • Ability to work collaboratively across disciplines to achieve effective outcomes.
  • Excellent communication skills with respect and consideration in all interactions.
  • Current knowledge of Health and Safety, Equality and Diversity, Safeguarding legislation.
  • Ability to work flexibly and independently, managing competing priorities to meet deadlines.
  • Experience in mentoring and empowering staff to produce excellent work.
  • Political awareness and experience working with elected members are desirable.
  • Ability to travel to various locations; a full and valid driving licence is essential
