Senior Project Manager - Adult Social Care - Venn Group : Job Details

We are currently working with Bristol City Council who are looking to recruit a Senior Project Manager within Adult Social Care.

The Council’s ASC Transformation Programme seeks to deliver outcomes around Community, Prevention and Digitalisation within Bristol.

Duration: 6-months

Rate: £475/day via Umbrella Company, Inside IR35

Site presence: Hybrid – occasional onsite presence

You will be directly responsible for the effective shaping, planning and delivery of the council’s transformation projects with the broadest reach, the highest risk and the most significant budget.

Responsibilities

• To provide confident leadership and clear management so as to ensure the effective operational delivery of the service
• Strategic review of the future of remaining in-house adult social care provider services to be completed
• Proposals for changes to in-house services will be subject to full public consultation and return to Committee as appropriate before proceeding to delivery
• Develop business cases for the proposals that emerge from the evaluations and progress these through the council’s decision-making processes
• Develops and manages business cases and budgets effectively and in line with Bristol City Council’s financial procedures and regulations; accurately models benefits and manages actual/ forecast expenditure to within agreed tolerances and dealing with variances appropriately
• Develops and maintains a detailed, integrated, logical plan, often with complex interdependencies
• Effectively manages risk through analysis, mitigation and contingency planning; where appropriate the post-holder provides senior stakeholders with clear analysis

 Requirement

• Expert at translating the strategic vision and priorities of senior managers into deliverable programmes & projects
• Advanced planning, sequencing and dependency management skills
• Experience of developing very complex business cases effectively
• Experience of building and leading teams with a broad range of expert specialist roles
• Qualified to degree level or equivalent (or has developed in skills and experience to this level) and advanced knowledge & practical, creative application of a range of recognised project methodologies (e.g. PRINCE2/MSP/Agile)
• Delivery of change within the Adult Social Care system, with an understanding of current ASC related legislation
• Ability to control budgets relating to allocated projects and achieve financial targets set out. This includes forecasting, monitoring, authorising, reviewing and controlling expenditure
