Job Description :

The UK's largest police force are seeking a highly skilled Senior Learning and Development Consultant to join our Learning Solutions team on an initial 6-month contract which will have opportunities to be extended. This is a pivotal role in shaping the future of police training by designing impactful, evidence-based learning solutions that support operational excellence and professional development.

The role offers hybrid working with 3 days a week onsite and 2 days working from home, the office is located in Central London and this role has been deemed inside IR35 with a daily rate up to £550 per day via an Umbrella company (PAYE rates also available)

Key Responsibilities

  • Conduct in-depth Learning Needs Analyses (LNA) to identify performance gaps and align training with strategic goals.
  • Engage with stakeholders, SMEs, and business leaders to validate learning needs and co-create effective solutions.
  • Provide end-to-end stakeholder management, from initial learning requests through to implementation.
  • Develop a horizon scan of future learning needs across designated business areas.
  • Inform the design of structured curricula and learning packages, using TOs, EOs, and KLPs.
  • Apply learning taxonomies (e.g., Bloom’s) to define learning levels and structure content.
  • Recommend and support the development of assessment strategies aligned with learning outcomes.
  • Collaborate with SMEs and content designers to produce lesson specifications and plans.
  • Work with in-house design teams to create engaging, high-quality training materials.
  • Contribute to the development of training quality documentation, including Train the Trainer packages and QA processes.

Essential Skills & Experience

  • Proven experience in Learning Needs Analysis and translating insights into learning strategies.
  • Strong stakeholder engagement and consultation skills.
  • Deep understanding of learning taxonomies and instructional design principles.
  • Excellent written and verbal communication skills.
  • Strong project management and organisational abilities.
  • High attention to detail, quality, and consistency in programme design.
  • A creative and growth-oriented mindset is highly desirable.

Salary : 500 - 550
