Job Description :

Bristol City Council is committed to improving outcomes for children and young people with Special Educational Needs and Disabilities (SEND). Our four-year SEND & Inclusion Strategy sets out ambitious priorities to ensure children and young people can thrive, achieve, and feel safe in inclusive settings. We are now seeking an experienced SEND Transformation Project Manager to lead the next phase of this important work and drive delivery in partnership with local stakeholders.

Location: Bristol City Council 

Set-up: Hybrid – open to discretion

Rate: £500/day, via umbrellla inside IR35

Duration: Initial 3-month sign-off, potential extension

Hours: Full-time position

Responsibilities include:

  • Lead the strategic delivery of the SEND & Inclusion Strategy, ensuring alignment with the Safety Valve programme, DSG Deficit Management Plan, and related priorities
  • Develop, maintain, and manage detailed project plans with complex interdependencies, ensuring delivery is on time, within budget, and to a high standard
  • Provide strong leadership to project teams, supporting and guiding them to achieve individual and collective outcomes
  • Establish and maintain robust governance, reporting progress to senior leaders, boards, and key stakeholders
  • Identify and manage risks, offering evidence-based recommendations and solutions to drive improvement

Requirements:

  • Local Government experience required for initial shortlisting, then thereafter at the client’s discretion
  • Proven track record of leading large-scale transformation projects, preferably within SEND or local authority settings
  • Expert knowledge and application of recognised project management methodologies (e.g., PRINCE2, MSP, Agile)
  • Strong stakeholder engagement and influencing skills, with experience of working across diverse and complex organisations
  • Excellent budget management and resource planning abilities
  • Demonstrated ability to challenge existing practices and deliver innovative, evidence-based solutions
