We are seeking a dedicated Clerk and Responsible Finance Officer (RFO) to join our carefully constructed team. The successful candidate will be the Proper Officer of the Council, carrying out all the functions of a local authority’s Proper Officer, and will be responsible for the effective management of the Council’s resources, including serving as the Responsible Financial Officer.

You will be warmly welcomed and supported within a family like team, supported by a wealth of knowledge, directly contributing and managing future community projects within the council. This is quite the pro-active parish council, well recognised within the community due to their active presence and development achievements. This council are not ones to sit back, the team have the professional skills and passionate mindset to carefully curate project planning while also having the drive to "Make it happen". 

Day to Day of the role:

  • Ensure statutory and other provisions governing the running of the Council are observed.
  • Monitor the Council’s accounts and prepare records for audit purposes.
  • Lead and manage the Parish Office team, ensuring HR policies are adhered to and embedding the desired culture.
  • Prepare agendas for meetings of the Council and Committees, attend all meetings, and ensure minutes are accurately recorded.
  • Receive and respond to correspondence and documents on behalf of the Council.
  • Produce reports for the Council on activities and matters affecting the Council’s activities.
  • Manage the Council’s Health & Safety policy(s), Risk Register & Risk Assessments.
  • Oversee the Parish Council’s allotments and other land and building assets.
  • Act as the Data Protection Officer, ensuring compliance with GDPR legislation.
  • Manage Freedom of Information requests and ensure compliance with statutory deadlines.

Required Skills & Qualifications:

  • 5 GCSEs grade C or above (or equivalent), including English and Maths.
  • Recognised qualification in local government administration or willingness to study for the Certificate in Local Council Administration (CiLCA) is preferred.
  • Minimum of 2 years’ experience in a similar local government or corporate role or as a treasurer in a commercial/financial role.
  • Knowledge of local government structure, law, and administration.
  • Proven staff leadership and management experience.
  • Proficiency in MS Word, MS Excel, Email, and effective use of the internet.
  • Excellent written and verbal communication skills.
  • Ability to work effectively in a team and relate well to colleagues and Councillors.
  • High personal integrity and trustworthiness.
