A respected and mission-driven international development charity is currently seeking a Programme Finance Officer to join their collaborative and high-performing finance team. This is an exciting opportunity for a finance professional with experience in international funding to play a key role in securing and managing income that supports impactful global programmes.
This interim, maternity cover role offers a salary of £40,000, with flexible remote working and occasional meetings in Central London.
As the Programme Finance Officer, your key responsibilities will include:Supporting bid development by advising on cost recovery, risk costing, and compliance with donor and organisational policies
Providing clear financial guidance on issues such as exchange rates, inflation, and taxation during the proposal phase
Supplying accurate data on UK-based costs, including staff charge-out rates
Developing and reviewing detailed proposal budgets, and conducting financial due diligence as required
Producing and sharing standard financial templates, policies, and donor-ready reports
Supporting Country Office teams in budget creation, offering templates and financial input where needed
You will also be involved in:
Overseeing award start-up, spend monitoring (burn rates, KPIs, foreign exchange), and donor reporting
Managing award close-out processes, ensuring full compliance and financial clarity
Contributing to organisational reporting on cost recovery, matched funding, disallowances, and pipeline tracking
Supporting the organisation through statutory and donor audits, including the preparation of necessary documentation
Playing a key role in donor due diligence and compliance assessments
Be a part-qualified or fully qualified accountant (ACA, ACCA, CIMA, CIPFA or equivalent)
Have strong experience in budgeting, donor reporting, and proposal development within an NGO or international charity context
Understand funding compliance, donor rules (e.g. FCDO, EU, UN), and principles of cost recovery
Be confident working cross-functionally with non-finance colleagues and international teams
Be highly organised, detail-oriented, and comfortable managing multiple priorities under tight deadlines
