Positive Employment is currently recruiting for a Procurement Business Partner for our client a local government organisation in Southampton.
The successful candidate will support the council's adults and children's commissioning team with health and social care related procurements.
This role is a 3 month initial contract with the possibility to extend. This role is hybrid working.
Duties and Responsibilities but not limited to:
- Provide an effective, speedy and easy-to-do-business-with professional procurement service. Be responsible for the effective delivery of end-to-end procurement processes in accordance with procurement legislation and policies and objectives to ensure procurement strategies align to the council’s goals and consistently achieve value for money in a timely and efficient manner.
- Work with internal stakeholders to identify and plan procurement requirements within allocated council service area(s) through the creation of a 5-year pipeline and annual workplan.
- Provide expert procurement advice and business partnering to service areas and support, influence and contribute to the overall strategic direction and operational performance of the organisation by delivering a solutions-focused procurement service.
- Working in partnership with cross-functional teams comprising of Business Partners from within the Enabling Services Directorate to offer a joined up and cohesive service to service areas and leading and being accountable for all procurement elements within the team of Business Partner.
- Work collaboratively with the contract management function to ensure effective planning and to deliver compliant and fit-for-purpose procurement processes and resulting contracts.
- Successful and timely delivery of end to end procurement projects, including (but not limited to) producing procurement documentation, assistance with specification development, dealing with clarification requests, and standards and evaluating tender responses.
- Working closely with key business stakeholders, identify and implement appropriate procurement strategies to meet service area requirements from assisting with needs analysis through to completion of the full tender and evaluation process.
- Accountable for the management of a portfolio of projects within agreed timescales and which adhere to procurement legislation and strategies, policies and procedures.
- Accountable for identifying, ‘owning’ and dealing with non-compliance with the Council’s Contract Procedure Rules within their area of responsibility.
- Manage a small Procurement Business Partnering team effectively to maximise performance.
Personal Requirements:
- Educated to degree level (or equivalent qualification or professional experience).
- CIPS level 4 or equivalent (Desirable).
- Project Management qualification (Desirable).
- Experience of managing projects and achieving outcomes to timescale and in complex settings.
- Previous experience in a Procurement, Buyer or Supply Chain role.
- Understanding of public sector decision making processes.
Working Hours: 37hrs / 9:00am - 17:00pm / Monday to Friday
Pay: £30.13 per hr
