Job DetailsJob Title:People Services (HR) ManagerDepartment:People ServicesCampus:The principal place of work will be Havant Campus, with flexibility required to work across Alton, Havant, and South Downs campuses in line with team and business needs.Salary:Grade 6, Point 27-31 - £44,672.02 - £50,626.29 depending on experience and qualificationsContract Type:Permanent – Full-Time37 hours per week, 5 days a week, 52 weeks per yearAbout the RoleHSDC is seeking a dynamic and values-driven People Services (HR) Manager to lead our HR function across all three campuses. This pivotal role combines operational HR expertise with employee relations, talent acquisition, and workforce planning. You will lead a team of HR Business Partners and Assistants, providing high-quality guidance and support to managers and staff, while working alongside our Organisational Development and Training Lead to embed a positive people strategy.This is an exciting opportunity for an HR professional passionate about shaping the employee experience in a multi-campus educational environment. - Leading the operational delivery of HR services across the College, with a particular focus on employee relations, HR operations, and talent acquisition.
- Providing expert guidance to managers on HR policies, employment law, performance management, and employee relations issues.
- Leading and developing a team of HR Business Partners and Assistants, supporting them to deliver consistent, high-quality HR services.
- Overseeing recruitment and onboarding, ensuring compliance with safeguarding, safer recruitment, and best practice standards.
- Supporting managers with workforce planning, succession planning, and talent management to maximise organisational effectiveness.
- Monitoring HR data and analytics, providing insight and reports to support decision-making and continuous improvement.
- Contributing and collaborating with the Organisational Development and Training Lead to deliver the College’s people strategy, including engagement initiatives, communication campaigns, and HR-led organisational development projects that keep staff informed, supported, and positively engaged.
Requirements You will need:
- CIPD Level 5 qualified (mandatory); ideally CIPD Level 7 or willing to work towards Level 7 accreditation.
- Current CIPD membership and demonstrable commitment to continuous professional development in HR.
- Substantial experience in HR, ideally within a multi-site or complex organisation.
- Knowledge and experience in employee relations, including performance management, disciplinary, and grievance procedures.
- Experience in talent acquisition, workforce planning, and recruitment strategy.
- Ability to provide expert HR advice and guidance to managers at all levels.
- Strong leadership skills with experience mentoring or coaching colleagues or teams.
- Understanding of employment law and statutory compliance.
- Excellent communication, influencing, and relationship-building skills.
- Analytical skills with experience interpreting HR data and metrics to support organisational decision-making.
