We are currently recruiting for an experienced People Advisor to work for South Yorkshire Police at their headquarters in Sheffield.

This is a hybrid role working Monday to Friday 37 hours a week. You will be expected to attend the office at least 2 to 3 days a week.

JOB PURPOSE

Under the direction of the Employment and Advice People Partner, you will be responsible for the delivery of an efficient and effective professional customer focused employment and advice service, advising and coaching managers to increase our people capabilities. Building effective relationships with managers you will provide professional technical advice on all employment matters including employment law, interpretation of force policy, terms and conditions, Police Regulations and complex case management relating to attendance, performance and capability ensuring all cases are progressed in a timely manner.

You will support the People Partners in the successful delivery of key people priorities and workstreams including organisational change and transformation, policy development and process improvements.

KEY ACCOUNTABILITIES

  • Provide professional advice and guidance on employment matters with particular regard to effective and timely resolution of discipline, grievance, absence management casework and performance management casework, which may be complex and sensitive requiring tact and diplomacy
  • Advise managers in employment issues up to and including dismissal. Attend Stage 1 and Stage 2 capability, UAP/UPP and advise Line manager on stage 3 process. Advise line manager and Chief Supt or Reg 13, absence or probation.
  • Advise individuals and managers on grievance matters, particularly looking to enable an early resolution to matters, promote, coordinate and facilitate mediation across the force.
  • Ensure casework is progressed to a high standard in line with Key Performance Indicators, including the ability to lean and complete high-quality casework within agreed timescales which will require self-management, influencing managers through effective partnership working and a flexible approach
  • Ensure all internal databases and systems are updated in a timely manner to ensure accurate management information can be provided up to and including executive level
  • Advise individuals and managers on grievance matters, particularly looking to enable an early resolution to matters, promote, coordinate and facilitate mediation across the force
  • Liaise with Professional Standards Department as required on local case matters
  • Work with Trade Union and Federation colleagues a local level to ensure good employee relations are maintained.
  • Responsible for delivering accurate and timely management information and reports regarding all casework
  • To manage and organise their work day to day activities/workload under minimal supervision
  • Attend and contribute to local management team meetings by providing regular performance updates and appropriately challenging where necessary.
  • Design, deliver and evaluate upskilling events attended by line managers on employee relations matters
  • Mentoring and coaching line managers, for example support/ delivery of people management training to upskill managers
  • Contribute to POD projects as directed by the Employment & Advice Partner.
  • Work in collaboration with the Business Partners and relevant business area to support the effective implementation of organisational change and transformation.
  • Support People Business Partners in local consultation on employment matters with the trade unions and staff associations.
  • Work alongside P&OD colleagues to ensure a coordinated approach and best customer service is provided in a seamless end to end process.
  • Under the direction of the Employment and Advice Partner, develop enabling people policies identifying and removing unnecessary blockages/barriers ensuring that we adopt a best practice approach.
  • Support the development and implementation of processes linked to the new HR system, including communication and upskilling of line managers.
  • Work collaboratively with the Force's Occupational Health Department, ensuring that any delays or issues with sickness absence cases are raised and jointly agreeing appropriate actions to resolve matters effectively.
  • Act as a mentor for People Assistant
  • Operate a hybrid working model

ESSENTIAL CRITERIA

  • Ability to demonstrate working to CIPD profession map to Associate level
  • Educated to CIPD level 5 or equivalent qualification or experience
  • Demonstrable experience of working in an HR function in an advisory capacity on a wide range of complex ER issues covering grievance, capability, absence etc.
  • Strong understanding of employment law, awareness of current and future regulation and law, how to apply it and mitigate risk.
  • Demonstrates an understanding of organisational change.
  • Ability to interpret employment law, terms and conditions and policy.
  • Maintain awareness of force priorities and external factors that may influence these.
  • Keep up to date with new developments in HR practice.
  • Network with HR professionals within the police service and / or externally.
  • Understanding of the impact of different performance management approaches and how you can use data to drive improvements in these areas.
  • Ability to use critical thinking to assess risk and analyse available data.
  • Build collaborative relationships within the department and across organisational boundaries.
