Job Title: Operations Officer

Reporting to: Town Clerk

Location: Based at Wilmslow Town Council offices.

  • Salary: £35,412 - £40,777per annum (dependent on experience)
  • Full-time - 37 hours per week.
  • Permanent role with 6 month probation period.
  • Entry in to Cheshire Pension Fund following qualifying period.

Some evening or weekend work may occasionally be required.

Job Summary:

The Operations Officer is responsible for ensuring the smooth and effective delivery of Wilmslow Town Council’s operational services, projects, and assets. This role includes overseeing Town Council operational contracts including the Wilmslow Town Rangers Service contract, Christmas Lights Contract, Cleaning and Maintenance Contracts and utilities contracts. The role includes managing council facilities and the oversight and implementation of Health and Safety practices in line with Council policies relating to the safety of staff, contractors and the general public. The post-holder will take a leading role in the practical organisation and safe planning of community events, and supporting the Town Clerk in delivering Council projects.

The post-holder will play a key role in service improvement, project delivery, and ensuring the town environment is safe, welcoming, and well-maintained.

Key Responsibilities:

1. Service Delivery

  • Specify and monitor the work schedule of the Town Rangers, liaising with the service provider (Cheshire East Council), to ensure the safe and beneficial delivery of the service.
  • Monitor and direct the effective delivery of all other service contracts including
  • Christmas Lights
  • Toilet Cleaning and maintenance
  • Utilities, Telephones and IT contracts
  • CCTV contract
  • Floriculture contract

2. Contractor Management

  • Specify, coordinate and supervise any appointed contractors to ensure they work safely, have the appropriate skills and provide all required documentation including appropriate risk assessments, insurance cover and any industry approved test certificates.
  • Ensure services are delivered to agreed specifications and service levels.

3. Asset and Facility Management

  • Oversee the management and repair of Town Council offices and equipment, public toilet block, allotment sites, permanent and seasonal public realm assets and future acquired assets

4. Environment and Public Realm Oversight

  • Being the eyes of the public with regards to the environment and areas of public realm in the Town Centre and the wider town, identifying issues and being proactive in identifying opportunities. The role will involve regular physical inspections.
  • Acting directly with established service providers or cooperating with other bodies, organisations, land owners or voluntary groups to strive for environmental improvements, active travel initiatives and public realm enhancements.

5. Community Events

  • Support the Town Council team in delivering community events.
  • Specifying works and coordinating contractors and traffic management providers
  • Undertake appropriate risk assessments, ensuring safe contractor working and documentation.
  • Supporting and advising partner organisations such as the Business Improvement District and volunteer groups in delivering events of community value.

6. Health and Safety

  • To take the leading role in implementing the council’s health and safety policies.
  • To monitor council compliance
  • To maintain effective records of all periodic health and safety checks.
  • To undertake and review council risk assessments
  • To be the first point of contact with the Bright Safe Health and Safety Service.

7. Project Delivery

  • Working closely with the Town Clerk on the practical delivery of new council projects relating to the procurement of new services and the acquisition and development of new assets.
  • Overseeing tender processes.

8. Reporting, Communication and Budget Monitoring

  • Provide regular progress reports to the Town Clerk and relevant committees.
  • Maintain clear records and documentation related to contracts, inspections, and service performance.
  • Respond to public enquiries and complaints related to operational matters.
  • To work within the Council’s financial processes and within budgets.

PERSON SPECIFICATION:

Qualifications / Training

Essential:

  • Educated to GCSE level or equivalent with passes in Maths & English
  • Full Driving licence and access to a vehicle

Desirable:

  • Project management qualification
  • A recognised Health and Safety qualification

Knowledge

Essential:

  • Knowledge of health and safety management
  • Experienced user of Microsoft Office Suite and other relevant software applications.

Desirable:

  • Knowledge of local government or local council processes and procedures
  • Knowledge of tendering and procurement

Experience

Essential:

  • Proven experience of operations and facilities management
  • Contractor supervision
  • Project Management
  • Experience of budget management
  • Proven and demonstrable experience in including presentation and concise report writing

Desirable:

  • Familiarity with community engagement

Skills

Essential:

  • Excellent communication, interpersonal, and negotiation skills, with the ability to engage and collaborate effectively with diverse stakeholders.
