Job Description :

Your new roleYou will be working with a growing public sector employer in Central Birmingham. They are looking to recruit an interim L&D Project Manager to lead on an LMS implementation project. You will be responsible for working with key stakeholders within the business to scope the requirements for the new LMS system, through to full accountability for the end-to-end procurement and implementation process.

Working closely with other areas such as IT and procurement, you will also use strong project management skills to ensure the project is delivered on time, meeting business needs and within budget. This role can be delivered on a 3-5 day working pattern and is anticipated to last until May 2026, the role is in scope of IR35.Key Deliverables:

  • Lead and manage the LMS procurement process through the full procurement lifecycle, from requirements gathering to vendor selection and contract negotiation.
  • Collaborate with internal departments (People Hub, IT, Security, Governance, etc.) to gather requirements, align priorities, manage interface and interoperability and communicate progress.
  • Develop and update project documentation to include project proposal, schedules, risk assessments, budgets and stakeholder communications plans.
  • Facilitate discovery sessions and lead project meetings to define business, functional, professional, technical and user requirements for the LMS.
  • Prepare and manage the Request for Information (RFI) and Request for Proposal (RFP) processes, including evaluating vendor responses.
  • Organise demonstrations, score proposals, and assess vendors based on functionality, scalability, user experience, support and cost.
  • Work with legal and procurement teams to negotiate and finalise contracts with the selected LMS provider.
  • Collaborate with the vendor and internal teams to plan the rollout and ensure smooth implementation post-selection.
  • Provide regular reports and updates to leadership and stakeholders on progress, risks and key decisions.
  • Ensure a smooth hand-over with detailed documentation and files to the L&OD team to support and manage implementation post procurement.

What you'll need to succeedEssential experience, skills and knowledge:

  • Qualified project manager (PMP, PRINCE2, or other project management certification) with strong field experience in Learning Management Systems (LMS), Education Technology, Business Information systems or a related field.
  • Successful project management experience in procurement and/or LMS-related projects.
  • Proven experience running RFI/RFP processes and managing vendor relationships.
  • Strong understanding of LMS features, architecture and integration considerations.
  • A collaborative manager, effective in stakeholder engagement, influencing across all levels of the business to consult and develop L&OD initiatives or projects
  • An excellent communicator, presenter and facilitator with strong leadership skills.

Desirable skills and attributes:

  • Proficiency in project management tools (e.g., MS Project, Vision, etc).
  • Solution-orientated and a problem solver, with the ability to drive tasks forward
  • Self-motivated with a proactive approach to colleagues' learning and development.
  • Agile and adaptable, able to flex to changing priorities in a fast-paced environment.
  • A good working knowledge of procurement best practices.
