Positive Employment is currently recruiting for a Head Of Strategic Commissioning & Procurement for our client a local government organisation in Bedford.
The successful candidate will provide strategic direction to the organisation for its strategic commissioning and procurement activities including the leading the operational team to deliver agreed outcomes.
This role is a 3 month initial contract with the possibility to extend. This role is hybrid working.
Duties and Responsibilities but not limited to:
- Championing the transformational change programme within the Corporate Services Directorate and across the organisation in order to achieve the required efficiencies now and in the future.
- Continuous assessment of service delivery, identification of service and performance improvement opportunities for services and proactive action planning to implement these opportunities.
- Manage and continuously seek to improve operational performance of all services.
- Lead the delivery of strategic commissioning & procurement arrangements and strategy for all services areas across the organisation.
- Set and lead procurement policies and practices internally and externally, providing expert guidance and counsel to the rest of the organisation.
- Create and maintain an efficiency culture capable of securing year on year efficiencies while increasing satisfaction among key stakeholders and suppliers.
- Implement effective operating processes for commissioning decisions.
- Ensure there are appropriate governance arrangements for each commissioning area.
- Develop strategic plans and systems for monitoring the implementation and achievement of objectives.
- Develop strategic alliances with external partners to ensure a cost effective commissioning process.
Personal Requirements:
- Educated to degree level or equivalent.
- Successful and relevant background of consistent achievement at Senior Management level in a local authority or other large complex organisation.
- Significant experience of procurement, commissioning and public procurement and ability to demonstrate high level of skills in the field.
- Proven experience of managing high value contracts.
- Proven experience in programme and project management, demonstrating significant ability to successfully manage change.
- Excellent partnership working including consultation and negotiation.
- Managing financial targets and budgets.
Working Hours: 37hrs / 9:00am - 17:00pm / Monday to Friday
Pay: £650.00 - £750.00 per hr
