We are seeking a Head of Procurement Business Partnering for a local authority to lead and enhance procurement strategies and operations. This role is pivotal in developing effective business partnerships, driving value creation, and embedding responsible procurement practices across multiple spend areas.

• Line management of Commercial Leads, guiding and developing their skills and capabilities.
• Develop and implement pipeline and category strategies to maximise efficiency and value.
• Create and maintain dashboard reporting for key stakeholders to ensure transparency and informed decision-making.
• Establish and refine ways of working to support effective business partnering, including a comprehensive stakeholder engagement plan.
• Review and reshape category boards to align with current business needs and objectives.
• Develop a Commercial Service reporting framework to streamline processes and enhance reporting accuracy.
• Produce and deliver a team capability development plan to foster a skilled and knowledgeable procurement team.
• Lead market engagement activities, providing coaching to team members to enhance their market understanding and negotiation skills.
• Embed responsible procurement practices in systems and processes, ensuring sustainability and ethical considerations are prioritised.

• Extensive experience in strategic sourcing and category management, with a proven track record of delivering cost savings and value creation.
• Strong stakeholder management and business partnering skills, capable of building trusted relationships and influencing decision-making in complex environments.
• Expert knowledge of supplier market dynamics, contract negotiation, and risk management, particularly in high-value and high-risk contexts.
• Demonstrated leadership in cross-functional sourcing initiatives, aligning procurement strategies with broader business objectives.
• Excellent analytical and commercial skills, with a proficiency in interpreting data and assessing market trends to develop effective sourcing strategies.
• Relevant professional qualifications or certifications (e.g., MCIPS, MBA) are highly desirable.
• In-depth understanding of Public Procurement regulations.
