The Head of Operational & Capital Finance will oversee the finance teams for accounts payable, receivable and expenses. The postholder will manage the Capital finances and oversee all reporting on capital for the Trust and College.

The post holder will report directly to the Director of Finance and will be responsible for managing the transactional teams, developing and maintaining a high-quality service alongside designing efficient systems and processes to report, ensuring accuracy of financial information and internal controls. Description
1. Lead, manage and support the finance teams responsible for accounts payable, expenses and credit cards ensuring ledgers are closed and reconciled monthly to meet management account deadlines. Train and develop and line manage the teams to support each other during busy periods and also understand the impact of their processes on the other teams.
2. Support the CFO in the pension strategy, as well as routine triennial pension negotiations and associated financial transactions and balance sheet accounts.
3. Lead, together with the support of Director of Finance, investment in new systems to drive efficiency of processes, particularly in regard to supplier automation.
4. To be the Finance system administrator and be responsible for closing and rolling the month end processes
5. To assist in ensuring the Financial Regulations manual is updated regularly, is being adhered to and any financial risks identified and reported effectively to Director of Finance/CFO
6. Oversight and sign off for balance sheet control accounts relevant to the financial transaction teams. Identify and mitigate areas of risk relating to banking, payments, income regulations and policy, reporting on these to the CFO/Director of Finance and maintaining a risk register thereon.
7. Establish and maintain regular communication with the Senior Finance team to ensure good understanding across the teams of the bigger picture.
8. Support the Head of Financial Accounting with internal audit process to measure the accuracy of data, ensuring systems and processes are in place to generate the evidence required to support audit and funding claims.
9. Manage and support the team leaders to ensure the team are able to respond to changing workloads throughout the academic year and deliver business objectives, including annual appraisal cycle and regular performance management. This includes promoting training where required and ensuring the health, safety and wellbeing of all employees in the department.
10. As a member of the Senior Finance Management team, run appropriate training sessions to finance teams, Service Directors and Office Managers across the Family as appropriate.
11. To be one of the bank signatories on the Lloyds Bank accounts for the College and actively reduce potential fraud and risk. This includes approving, BACs and faster payments across all bank accounts in accordance with the financial regulations manual.
12. Manage and support the team to ensure the team can respond to changing workloads throughout the academic year and deliver business objectives, including annual appraisal cycle and regular performance management.
13. To lead on any process notes and policies or regulation updates for all owned areas.
14. To lead on capital, working with the Senior Finance Business Partners to identify level of spend
15. Maintain and oversee records for the annual allocation of all income in relation to capital funding, including Schools Condition Allowance and other capital funding.
16. To be responsible for the collation and reporting of all capital income streams allocated to capital spend.
17. Prepare annual summary report for inclusion in the paper that is submitted to the Finance Board and ensure they are in line with other Directors reports.
18. To collate bids and any other major projects report the actuals against budget on a monthly basis and submitting returns to required deadline. Line management of a capital finance officer.
19. To maintain the oversight of the monthly capex reports and ensure it reconciles to the nominal.
20. To ensure reports highlight risks of capital funding that has been allocated and may not be utilised within specific timelines
21. To ensure capital funding that has been allocated from external bodies has been invoiced, if appropriate, and received via liaison with the accounts payable and business partnering teams.
