Finance Business Partner - HRA - Castlefield Recruitment : Job Details

Castlefield Recruitment are currently working in partnership with a large public sector organisation to recruit an Interim Finance Business Partner – Housing Revenue Account (HRA). This role plays a key part in providing both strategic and operational financial support to housing services. Acting as a trusted business partner, the successful candidate will lead on financial planning, budgeting, monitoring, and reporting for HRA capital and revenue programmes. The postholder will ensure the effective management of resources, statutory compliance, and delivery of value for money across all housing-related functions.

Key Responsibilities:

• Lead on the preparation, delivery, and monitoring of the HRA revenue and capital budgets
• Partner with housing and property teams to provide high-quality financial advice and challenge
• Produce accurate and timely monthly financial reports, forecasts, and variance analysis
• Support year-end closedown and preparation of financial statements relating to the HRA
• Ensure compliance with relevant accounting standards, regulatory requirements, and council financial procedures
• Assist in the development and review of business cases, housing initiatives, and investment decisions
• Contribute to rent-setting processes and liaise with housing policy teams on financial impacts
• Support internal and external audit processes and implement recommendations
• Drive continuous improvement in financial processes and controls

Person Specification:

• Qualified accountant (CIPFA, ACCA, ACA, CIMA) or part-qualified with relevant experience
• Proven experience in local government finance, specifically within HRA or housing services
• Strong knowledge of public sector accounting, including CIPFA Code and HRA ring-fencing rules
• Excellent financial analysis, forecasting, and modelling skills
• Ability to communicate complex financial information clearly to non-financial stakeholders
