Role Purpose
Lead and grow safe, person-centred adult services (18+) across domiciliary and/or supported living settings. You’ll hold day-to-day accountability for CQC compliance, safeguarding, clinical governance (non-nursing), service quality, and team leadership, ensuring great outcomes for people with physical disabilities, dementia, mental health needs, learning disabilities and/or complex needs.
Key Responsibilities
CQC & Governance
Act as the Registered Manager for Personal Care; maintain compliance with the Health & Social Care Act, CQC Fundamental Standards, KLOEs and statutory guidance.
Own the Quality Assurance framework: policies/SOPs, audit calendar, incident/accident & learning reviews, complaints, medication governance (MARs), risk assessments.
Lead safeguarding (adult at risk) processes; liaise with Local Authority Safeguarding, CQC, ICBs and other regulators.
Ensure capacity & consent practice (MCA 2005, DoLS/LPS) and robust best-interest decision records.
Service Delivery
Oversee assessments, support plans, risk management and outcomes reviews; champion person-centred, trauma-informed practice and PBS where relevant.
Ensure safe medication support, infection prevention & control, clinical task delegation (where applicable) and continuity of care.
Manage rotas, on-call/escalation, continuity and punctuality standards.
People Leadership
Recruit, induct and develop staff (support workers, seniors/coordinators); deliver supervision, appraisals, spot checks and competency sign-offs.
Build a positive, inclusive culture focused on dignity, independence and safeguarding.
Workforce planning: capacity vs. demand, absence management, retention initiatives.
Partnerships & Growth
Build strong relationships with commissioners, brokers, hospital discharge teams, community health, families/advocates.
Contribute to mobilising new packages/locations, service transitions and improvement plans.
Provide operational input to pricing, tenders/DPS applications and contract reviews (no sales targets for the RM alone).
Data, Risk & Reporting
Maintain accurate digital records (care, HR, training, incidents).
Report KPI performance and statutory notifications (e.g., CI, SI, DoLS) in line with policy and deadlines.
Lead business continuity planning and participate in on-call as required.
Essential Criteria
Proven experience as Registered Manager or Deputy stepping up within adult domiciliary/supported living services.
Strong working knowledge of CQC KLOEs, safeguarding (Care Act), MCA/DoLS (LPS awareness), medicines management, IPA/CHC pathways.
Leadership track record: coaching, supervision, performance management, culture-building.
Excellent stakeholder skills: commissioners, MDTs, families, advocacy, community partners.
Confident with digital care systems and QA/audit tools.
Enhanced DBS, right to work in the UK, full UK driving licence and flexibility to travel locally.
Desirable
NVQ/QCF Level 5 in Leadership & Management for Health & Social Care (or commitment to complete within 12 months).
Experience across dementia, LD/ASD, mental health, complex/continuing healthcare, reablement or discharge to assess.
Experience mobilising new services/locations and leading inspections (Requires ImprovementGood/Outstanding improvements).
Success Measures (first 6–12 months)
Compliance: Audit cycle live; training 90% compliant; zero uncontrolled high-risk actions; timely Statutory Notifications.
Quality: Missed/late calls 1%; MAR accuracy 98%; complaints resolved within policy; positive outcomes evidence.
People: Stable rota coverage 95%; turnover below target; completed supervisions/appraisals per policy.
Readiness & Growth: Safe mobilisation of new packages/locations with commissioner sign-off; positive feedback from people and families.
Inspection: Achieve/maintain Good or better across KLOEs.
