Support Scope
Supporting and Deputising for the C&I Work Package discipline lead, through outage preparation and management of contractors delivering the C&I overhaul works. The suitable resource should have experience of power plant (or industrial) maintenance and should have familiarity with Large Gas and Steam Turbines, Balance of plant overhaul works as well as expected quality standards. Support resource must have strong communication and interpersonal skills and must interact confidently with Operations, Maintenance, Engineering and other support functions.
It is expected that the support shall:
- Integrate within the work force to manage build up, delivery and close out of the work package, reporting to the C&I Work Package Discipline lead.
- Liaise with Operations for system isolation certificate requirements
- Interface with the contractors for the duration of the works
- Assist discipline lead with preparation of work permits for the respective contractors
- Generate new work permits where works beyond the planned scope are identified in agreement with discipline lead
- Review and approve/reject quality documents
- Close work permits on satisfactory completion of works
- Monitor and report on safety, performance and quality of works
- Coordinate activities in the CDM area
- Source spares from RWE stock or highlight to C&I discipline lead where parts are required to be sourced externally
- Attend the Defect/Corrective Action meetings and respond to Corrective Action requests in a timely manner
- Highlight issues and risks to the outage delivery to Lead WPM
- Store update logs/relevant documents in a defined common area
It would be beneficial to be familiar with:
- Gas Turbines , Especially GE Frame 9F
- SAP works management system
- RWE Safety from the system management process
- Contractor management
The duties for this role include supporting the C&I Work Package discipline lead in the following :
- Prepare outage preparation schedules / plans with service providers.
- Review all contractor’s RAMS.
- Ensure all spares are available to meet outage requirements.
- Ensure all services requests such as scaffolding, lagging, cleaning, lighting, waste management etc. are provided to the Services Engineer in accordance with the stage-gate process to enable the timely provision of the requested services.
- Review the outage plan with the Project Coordinator
- Ensure compliance with all relevant H&S requirements inc. CDM.
- Contribute towards a strong safety culture.
- Highlight risks associated with work package delivery and communicate them to the discipline lead for inclusion in the project risk register.
- Develop and progress suitable mitigating actions to reduce the likelihood and/or impact of identified risks.
- Ensure all required quality control procedures are in place.
- Attend and contribute to all outage planning meetings as required.
- Complete comprehensive pre-outage walk-downs.
- Plan and coordinate working party inductions.
- Plan and coordinate permit acceptor training as required.
- Plan and safely deliver all works within the technical scope on time, within budget and to required quality standards.
- Support in the generation, updating, scheduling, risk assessment, and dating of all work permits as required for the project.
- Represent the C&I discipline at daily CDM coordination meetings.
- Ensure all QA is captured, documented and stored.
- Support the Discipline lead to ensure: - Compliance with the stage-gate process - Compliance with financial management processes - Compliance with the risk management process - Ensure a positive and collaborative culture from staff, service providers, and suppliers involved in the work package delivery - Ensure a safe behavioural culture during the project delivery phase including compliance with company safety 'initiatives’
- Conduct regular safety walks and encourage pro-active safety engagement from all members of the working party.
- Log emergent issues and ensure sufficient resources are assigned to deliver emergent work.
- Ensure project documentation is maintained and stored in a shared location so that key stakeholders can remain informed.
- Ensure there is effective stakeholder management of those delivering or supporting delivery of the work package.
- Ensure work package status is regularly communicated to relevant stakeholders.
- Run day-start meetings to coordinate and prioritise scheduled activities and resolve any emergent issues.
- Ensure members of the working party are put to work safely and in compliance with RWE safe systems of work.
- Capture lessons learnt and log them in the lessons learnt register.
- Ensure effective cost control and management of the work package budget.
- Any other duties as required to support the C&I Discipline in the safe, successful delivery of the works.
