Strategic Commissioning Manager

Rotherham Council, in collaboration with South Yorkshire Integrated Care Board, are seeking a Strategic Commissioning Manager for Older People, Urgent and Community Care. This pivotal position reports to the Health and Social Care Urgent and Community Portfolio Lead and plays a crucial role in shaping and managing services that support our community's elderly and vulnerable populations.
Day-to-day of the role:
- Commission, contract, and manage the performance of adult care and support services, ensuring quality standards are met in collaboration with the contract compliance team and provider services.
- Engage the adult care market through provider forums and coordinate multidisciplinary team (MDT) efforts to enhance support to care homes efficiently and effectively.
- Conduct research and analysis to inform strategic direction and decision-making processes.
- Shape the market and strategically develop adult care and support services, including commissioning plans, market position statements, sustainability plans, and procurement processes.
- Oversee the Better Care Fund, ensuring governance, monitoring, and reporting are conducted timely for the £54M budget and related adult services budgets.
- Provide specialist advice, support, and assurance to Cabinet, Councillors, Executives, partners, providers, and the public.
Required Skills & Qualifications:
- Proven experience in strategic commissioning, particularly in health or social care settings.
- Ideally hold experience in commissioning and contracts for care homes.
- Knowledge of the adult care market and the ability to engage with providers effectively.
- Experience in managing large budgets and understanding of financial governance.
