Capital Programme Manager
Salary: £71,000 - £75,000

Redbridge Council is seeking a Capital Programme Manager who will lead the delivery of all elements of the Council’s capital programmes, valued at c.30m per annum.
Capital Programme Manager - About the Role:
The postholder will be responsible for the development and implementation of a consistent approach to capital project management, delivery and procurement and monitor and manage the capital programme to ensure the consistent delivery of expected outcomes to programme and budget.
Overview of the role:
- Managing the effective governance of the contract, ensuring that the contractors monthly invoicing is adequately audited and processed within contract deadlines.
- Supporting the Project Managers in the delivery of regular Contract Management meetings.
- Responsible for ensuring capital programme contracts are robust and cost effective.
- Ensure legislative and regulatory requirements are met and adhered to across all programmes.
- Responsible for ensuring that all complaints (Stage 1 and Stage 2) relating to the service are investigated and dealt with effectively within agreed procedures and timeframes.
- Responsible for Stage 2 complaint responses and embedding, within the service, any lessons learnt.
- Identify and act on feedback and lessons learnt, propose and implement service improvements in consultation with key stakeholders.
- Expertise in Health & Safety, CDM regulations, and risk management and safe working practices.
- Comprehensive knowledge of housing regulations, building maintenance best practices, and statutory compliance and implementation within the operational environment.
- To actively manage the annual budget of approximately £30 million ensuring sound financial oversight and scrutiny.
Capital Programme Manager - About You:
- Educated to degree or post-graduate level Professional technical qualification – for example RICS Or Proven leadership in managing capital programmes in local government or social housing.
- Project Management qualification would be desirable.
- Strong programme and project management skills with proven ability to successfully manage a Capital Projects Service within a similar organisation.
- Strong financial acumen in budget management, financial control, and procurement.
- Demonstrable knowledge of building construction, construction contracts and housing legislation.
- Track record of investment planning and delivering investment programmes.
- Knowledge of, and experience of robustly meeting the requirements of CDM regulations, as well as awareness of Building Safety Act requirements.
- Extensive experience of designing, implementing, and leading a culture of outstanding performance, risk management and achieving value for money.
- Experience of managing and motivating diverse teams to meet agreed objectives, and to consistently achieve stretch performance targets and customer service.
- Experience managing & collaborating with contractors and suppliers in service delivery.
