Position Title: Business Support Officer (Waste) Grade: Grade F Hours: 37 hours per week Location: Codsall Community Hub and Lane Green Depot (Hybrid with home working) Reports to: Waste Contracts Manager

Job Purpose

The Business Support Officer (Waste) provides essential administrative and operational support to the Waste Team. This includes managing data, coordinating service requests, supporting communications, and contributing to the effective delivery of waste and recycling services. The role also supports broader Community Services functions as required.

Key Responsibilities

Waste Service Support

  • Assist in the delivery of waste and recycling collection services

  • Respond to scheduled and ad-hoc service requests

  • Provide general administrative support across Community Services

Communications & Engagement

  • Coordinate waste management communications and campaigns

  • Liaise with Staffordshire local authorities and external partners

  • Organise workshops, educational visits, and presentations to councils and environmental groups

  • Maintain accurate service information on the Council's website

Data & Performance

  • Conduct desktop audits and generate performance statistics (KPIs, complaints, invoicing)

  • Submit accurate data returns including Waste Data Flow and Recycling Credits

  • Validate contractor data reports and weighbridge tickets

  • Maintain and update service user records using CRM and GIS systems

Financial & Contract Management

  • Process invoices and payments, ensuring accuracy and resolving queries

  • Monitor income and expenditure

  • Obtain quotes and place orders for equipment and resources

  • Assist with inspections and escalate non-compliance issues

Service Improvement

  • Support service area projects and changes

  • Contribute to best practice initiatives with neighbouring authorities and forums (e.g. CIWM, LARAC, APSE)

  • Assist in developing and streamlining administrative systems

Principal Work Relationships

Frequent contact with employees and the general public. Occasional interaction with team managers, councillors, the Chief Executive, other councils, and partner organisations.

Person Specification

Qualifications: Candidates must hold a Level 2 qualification in Business Administration or an equivalent level of study. Evidence of continuing professional development in a relevant discipline is essential. A qualification in Waste Management or a related field is desirable.

Experience: Applicants should have prior experience working in an administrative role within an office environment, handling large and complex data sets, and engaging with members of the public and contractors via phone, email, and face-to-face. Experience supporting communication and education campaigns is required. Desirable experience includes at least two years in waste management, raising invoices and processing payments, conducting audits or inspections, and supporting service improvement projects.

Knowledge: A strong understanding of relevant legislation and regulations affecting waste services is essential, along with excellent knowledge of the Council's customer-facing waste management services. Operational knowledge of waste collection and disposal and familiarity with best practices in waste and recycling are desirable.

Skills and Competencies: Applicants must demonstrate effective verbal and written communication skills tailored to different audiences, excellent numerical and data management abilities, and proficiency in Microsoft Office (especially Excel) and CRM systems. The ability to work independently and as part of a team, embrace change, manage time effectively, and maintain high accuracy and attention to detail is crucial. Desirable skills include delivering educational presentations, identifying and implementing service improvements, problem-solving, and using GIS systems.

Special Working Conditions: The role is governed by NJC (Green Book) and South Staffordshire Council employment terms. Flexibility is required to work from any Council establishment or remotely during emergencies. Some work may occur outside normal hours, including weekends and bank holidays, with time off in lieu provided. A valid driving licence and access to a vehicle are required. The post is subject to a Basic Disclosure check. Fluency in spoken English is essential to meet public sector language requirements.
