Aatom Recruitment currently has a great opportunity for an Accounting Technician Treasury to work on behalf of a local authority on a 3 months contract with a possibility of an extension.
About the role
- You will assist the Treasury Accountant with the Treasury Management activities of the
- Council, managing between £70 million and £100 million of investments and the Budget for
- related costs.
- Assist the Treasury Accountant with overseeing reconciliations and controls within the
- Team.
The main purpose of the role:
- To assist the Treasury Accountant in the provision of financial information to the Head of
- Service, Corporate Group Accountant, Team Heads and budget holders in respect of those
- services within the postholder’s responsibilities.
- To assist in the management of the Council’s Treasury activities and Cash Book including
- reconciliation with the Council’s Bank Accounts.
- To assist in the management of the VAT activities of the Council.
Specific duties and responsibilities
- To assist with the provision of monthly and quarterly revenue monitoring information for those services within the postholder’s area of responsibility for inclusion within the Corporate Monitoring arrangements for presentation to the relevant Committee or Group.
- To reconcile the postages control account.

- To assist in the preparation of the Final Accounts for those services within the postholder’s
- area of responsibility in accordance with approved timescales.
- To assist in maintaining an appropriate coding structure on the General Ledger.
- To assist in the preparation of treasury monitoring information for presentation to the Audit
- and Standards Committee in accordance with the approved timescales.
- To assist in the completion of monthly VAT returns and reconciliation of the VAT control
- account.
- To assist in providing payroll services to the Council.
- To assist in the preparation of the estimate for interest earned on the Council’s cash
- balances.
- To assist the Treasury and Transaction Accountant with the preparation of the Treasury
- Management Strategy Report.
- To assist with the investment of the Council’s surplus cash balances externally in accordance
- within the parameters of the Council’s Treasury Management Strategy.
- To reconcile the Council’s cash position between the Bank Statements and the relevant
- Control Account in the General Ledger.
- To assist in maintaining appropriate records relating to the Treasury activities of the Council.
- To assist in the production of the final accounts for Loans & Investments and Financial
- Instruments in accordance with International Accounting Standards and the CIPFA Code of

- Practice, including preparing the various notes to the accounts for these areas as required
- by the Head of Finance, including the preparation of audit working papers to provided
- sufficient evidence of compliance as required by the Council’s external auditors to obtain an
- unqualified opinion on the accounts in accordance with approved timescales.
- To assist with the completion of Central Government and other returns relating to the
- Council’s borrowing and lending transactions, interest receipts and payments.
- To assist with the compilation of financial data for publication as required.
- To assist with the maintenance of the Finance web pages updating key financial information
- for publication as required.
- To undertake setting up and sending of daily BACS files, setting up ad hoc payments via the online banking system, raising purchase orders and processing scanned invoices as required.
