Salary : $48,401.60 - $66,206.40 AnnuallyLocation : Rhinelander, WIJob Type: Full-TimeJob Number: 25-009Department: AdministrationOpening Date: 06/17/2025Closing Date: 7/16/2025 4:30 PM Central Summary of JobThe Wastewater Operator performs the operation and maintenance of water and wastewater facilities to meet the objectives required with ongoing utility operations which comply with regulatory requirements. Starting wage dependent on Qualifications.The Operator performs duties at the wastewater plant, basic lab duties, and duties associated with the water system. Our advanced wastewater plant has primary settling, secondary biological treatment with biological removal of phosphorus, UV disinfection, anerobic digestion, TPAD sludge process, biosolid dewatering and cake drying, which generates a Class A biosolid. The water system consists of 5 wells, a 1.25-million-gallon CT reservoir, and 3 water towers along with chemical additions. The operator will also maintain 20 lift stations and a main pumping station that pumps three (3) miles to wastewater plant. Essential Duties and Responsibilities
  • Performs in coordination with Water & Wastewater Superintendent and other Operators the operation and maintenance of wastewater treatment plant, wastewater lift stations, the drinking water supply wells, CT reservoir and water tower facilities.
  • Perform and record instrument readings and evaluates laboratory testing of water and wastewater analyses to determine the daily status and efficiency of plant operations.
  • Collect samples to record and report results of various analyses and evaluation as required for ongoing process control and associated regulatory permit parameter compliance.
  • Performs preventative equipment maintenance duties including lubrication and inspection of mechanical equipment; rebuilds and/or replaces pumps, motors and other equipment when needed; cleans pipes and equipment to maintain proper operating condition; performs custodial maintenance and repairs on buildings, structures and grounds.
  • Perform Class A equivalent solids dewatering and treatment to produce a biosolid product ultimately used as a soil amendment.
  • Follows established Wisconsin Department of Natural Resources (WDNR) and US Environmental Protection Agency (US EPA) standard practices and procedures to protect and enhance the desired operation of facilities.
  • Maintains basic principles of safety and emergency procedures. The operator performs any other duties found necessary for the continued operation and maintenance of the City water supply system, wastewater treatment plant and lift stations.
  • Effectively communicates testing results and any changes of operating or maintenance protocol with Water and Wastewater Superintendent, other Operators and Laboratory Technician.
The standard schedule for this position is five days a week with rotating positions, requiring weekend duties approximately once a month based on the rotation, holidays, as well as on-call for emergencies. This position is eligible for overtime.EOE Qualifications
  • High school diploma or GED equivalency.
  • Experience using Word, Excel, maintenance programs, PLC, and SCADA controls.
  • Prior experience in utility operation, service and maintenance of mechanical equipment and industrial electrical circuits, or be able to demonstrate competence in this area;
  • Possession of Wisconsin CDL, Class B and C with air brakes, and endorsement N (tanker) is preferred. Capability to complete will be considered for the right candidate
  • Must obtain WDNR wastewater and water certifications upon successful completion of the probationary period, on the job training, and appropriate schooling.
  • Pass the WDNR general wastewater exam within one year of employment and complete thereafter subclasses and continuing education credits to maintain required operator certifications for A1, B, C, D, L, P, and SS.
  • Pass the WDNR water exams and continuing education credits to maintain operator certifications for D and G.
Job Knowledge, Skills, and Abilities
  • Operators must have no physical limitations which would restrict the employee from lifting 70 lbs. or more on a regular basis or from using a respirator.
  • Confined space training and basic trench related safety procedures.
  • Pertinent federal, state and local codes, regulations and permits.
  • Office procedures, methods and equipment including computers and applicable software applications, calculations and acceptable principles and practices of record keeping.
  • Perform analyses of pH, residual chlorine and fluoride on drinking water.
  • Performs sample collection, analysis and chemical preservation for untreated and treated wastewater including temperature, pH, biological oxygen demand (BOD), suspended, total and volatile solids, nitrogen, phosphorus and fecal coliform testing.
  • Performs total and volatile solids process testing for mixed liquor (MLSS), return activated (RAS), waste activated (WAS), digestion, dewatered and filtrate plant sludge and solids to optimize treatment plant process control.
  • Performs microscopic examination and staining techniques for bacteriological identification.
  • Implements, maintains and updates chemical hygiene plan, material safety data sheets, standard operating procedures, quality manual and quality assurance programs required by regulations.
  • Prepares accurate written documentation and reporting of laboratory findings in accordance with permit requirements and certifies accuracy of results.
  • Develops and improves analytical methodology and procedures as the state of the art advances and regulatory demands increase or change.
