Job Summary:

The main responsibility of the VP, Project Management, is for leading major functions within the company, contributing to overall business strategy and ensuring operational excellence. This role collaborates closely with the executive team, represents the company in high-level negotiations or partnerships, and plays a critical role in organizational leadership, talent development, and risk management.

This role oversees all aspects of capital project execution including Transmission and Distribution, Vegetation, Substation Construction, Grid Modernization, Renewable Energy Integration ensuring compliance with regulatory standard, safety requirements, and company objectives.

Job Description:

  • Leads strategic oversight, governance, planning, execution, and delivery of complex large-scale electrical infrastructure projects
  • Oversees the planning, execution, and delivery of all projects, ensuring they meet established timelines, budgets, and quality standards.
  • Develops and implement the strategic vision and direction for the project management function.
  • Aligns project management strategies with the company's overall business objectives.
  • Collaborates with the executive team to drive innovation, sustainability, and efficiency in project execution.
  • Ensures robust project management processes, methodologies, and best practices are in place and followed.
  • Ensures that the most critical capital projects are resourced appropriately and aligned with the overall business strategy.
  • Implements and monitors key performance indicators (KPIs) to track project performance and identify areas for improvement.
  • Contributes to the evaluation of project management best practices and operational improvements, ensuring alignment with the company's strategic goals.
  • Lead cross functional project management and contractor services in the execution of electric infrastructure.
  • Collaborates with senior leaders to align the project portfolio with business objectives and priorities.
  • Identifies and mitigates risks and issues that may impact overall project delivery.
  • Leads, mentors, and develops project managers and cross-disciplinary teams, promoting an inclusive, diverse, and high-performance work environment.
  • Fosters collaboration across multiple functions, including engineering, construction, and commissioning, to develop integrated solutions that contribute to the successful completion of projects.
  • Develops effective lines of communication with appropriate points of contact and subject matter experts within LUMA, ATCO or Quanta, as well as key external stakeholders such as contractors, suppliers, or other subject matter experts or organizations.
  • Ensures the project management team has the necessary resources, training, and support to succeed.
  • Ensures compliance with all relevant regulations, standards, and industry best practices.
  • Represents the company at industry conferences, meetings, and events, promoting the company's project management capabilities and achievements.
  • Ensures contract policies & practices are followed to ensure the company achieves the accepted intent of agreements, have methods to manage change/exceptions and properly protects the company from failure risks.
  • Develops and implements strategies to identify, develop, and retain high-potential employees for key roles within the department.
  • Works closely with Human Resources to implement and refine company policies and procedures.
  • Follows all policies and procedures.
  • Performs other duties as assigned.
  • Performs major storm restoration work and associated drills as assigned.

Additional Job Description:

  • Bachelor's degree in Engineering, Project Management, or related field from an accredited college or university or related field.
  • 12+ years related work experience in utility-scale project execution including experience in a senior leadership or executive role or an equivalent combination of education and experience.
  • 5+ years of experience in a senior leadership role is preferred.
  • Proven track record of successfully leading and directing multidisciplinary project teams with large capital projects involving multiple stakeholders, ideally within a regulated environment.
  • Experienced with working on Regulated Utilities and managing project interfaces with Regulatory Commission and Independent System Operators, International Aid Agency Interfaces on Large Utility Scale.
  • Demonstrates high-level of self-leadership with attention to detail, and prioritization of responsibilities in a dynamic work environment.
  • Ability to effectively communicate with all levels of the organization through various means such as email, phone, video conferencing, and in-person.
  • Strong ability to develop and deliver effective presentations and facilitate meetings as related to strategy, training, and collaborating with various stakeholders.
  • Must have strong project management skills, experience, and background with the ability to plan and oversee multidisciplinary projects at the executive level.
  • Ability to build a culture of continuous improvement and mentoring project managers enhances organizational performance.
  • Has proven ability to manage and resolve conflict.
  • Experience with programs such as Microsoft Project or other project planning software an asset.
  • Strong communication skills in Spanish and English (both oral and written).
  • Ability to lead/coach/mentor project directors, project managers and senior technical staff.
  • Strong organizational skills with the ability to manage time and multiple priorities to completion.
  • Problem solving skills with an analytical thought process.
  • Proficient in computer applications (Word, Excel, Outlook, PowerPoint, Access, Asset Suite).
  • Proficient skills in the use of computer applications (MS Office). Experience with programs such as Microsoft Project or other project planning software assets.

Licenses/ Certifications:

  • Valid Driver's License
  • Professional Engineer license issued by the Puerto Rico Examining Board for Engineers, Architects, Surveyors and Landscape Architects.
  • Professional Project Management (PMP) Certification is preferred.

  • Travels: Yes
  • Percent of time: 30% approximately
  • Overnight required: No
