Position Overview

Municipal Credit Union (NYMCU) is seeking a Vice President, Head of Human Resources. This is a strategic and operational leader responsible for shaping and executing people strategy across a geographically diverse workforce. This role oversees all aspects of human capital management, with a dual emphasis on high-level strategy and direct execution. The position is critical in advancing business goals by driving talent attraction, retention, performance management, and labor relations, while fostering a culture of accountability, belonging, and operational excellence.

This role supports a hybrid workforce model with physical worksites in New York and employees in 20+ states, requiring fluency in multi-state employment law and a dynamic, adaptable HR operating model.

Key Responsibilities

Strategic HR Leadership:

  • Develop and implement HR strategies aligned to business objectives, culture, and workforce transformation goals.
  • Partner with senior leadership to set long-term organizational talent goals and evolve HR operating practices accordingly.
  • Represent HR strategy in executive forums and cross-functional initiatives.

End-to-End Talent Lifecycle Ownership:

  • Oversee all functions across the employee lifecycle, including Talent Acquisition, Onboarding, Engagement, Labor Relations, Performance Management, Compensation, and Offboarding.
  • Serve as executive sponsor for enterprise-wide HR initiatives that reinforce accountability, career development, and succession planning.

Labor & Employee Relations Oversight:

  • Serve as the chief architect of employee and labor relations strategy.
  • Lead grievance hearings, arbitrations, and negotiations with unions in coordination with internal counsel and executive sponsors.
  • Sustain constructive labor partnerships and ensure alignment with collective bargaining agreements.

Multi-State Compliance & Policy Leadership:

  • Ensure HR practices are compliant with federal, state, and local laws across all jurisdictions.
  • Oversee consistent, equitable implementation of HR policies for hybrid employees across 20+ states and physical sites in NY.

HR Operations & Technology:

  • Oversee HR Operations and continuously evaluate systems and processes for efficiency and automation.
  • Maintain strong vendor relationships to support payroll, benefits, and HRIS delivery.

Total Rewards, Compensation, and Benefits:

  • Lead compensation strategy, including salary structures, bonus design, pay equity reviews, and benefits optimization.
  • Partner with the COO to ensure offerings are market-competitive and aligned to business goals.

Culture Advancement:

  • Serve as executive liaison to the employee resource council and drive forward inclusion and engagement strategies across diverse employee populations.
  • Ensure that HR programs reflect company values.
  • Lead a team of managers and HR professionals in Talent Acquisition, Employee Relations, Total Rewards, HR Operations, and Learning & Development.
  • Promote continuous development, feedback culture, and clear performance metrics for HR team members.

Qualifications

  • Bachelor's degree required; advanced degree or HR certification (e.g., SHRM-CP/SHRM-SCP) preferred.
  • 8–10 years of progressive HR experience within Financial Services and/or Banking, including 5+ years in a leadership role.
  • Demonstrated success in both strategic HR planning and hands-on execution.
  • Strong labor relations experience, including grievance management and CBA negotiations.
  • Proficiency in HRIS platforms, applicant tracking systems, and Microsoft Office.
  • Strategic thinker with a results-driven leadership style.
  • Ability to engage and influence stakeholders at all levels.
  • Able to operate effectively in a matrixed, cross-functional environment.
  • Strong written and verbal communication, negotiation, and conflict resolution skills.
  • Proactive, resourceful, and committed to continuous improvement.

Other Requirements

  • Willingness to travel occasionally between physical locations.
  • Flexibility to work extended or non-standard hours when business needs arise.
