Why does the job exist?This position will provide technical support to the Utility Operator Certification Program (UOCP). Primarily, this position will review applications for examination and renewals for all levels of water and wastewater operator certification in the State of New Mexico. This position will also maintain data and information related to training and testing events. This position will regularly provide customer service to existing and prospective utility operators regarding the program and certification requirements and potentially conduct compliance investigations related to the Utility Operator Certification Regulations as needed. How does it get done?- Providing administrative support and guidance to team members and the regulated community- Implementation, including but not limited to reviewing and adhering to Standard Operating Procedures, regulations, and providing consistent support to team members in the implementation of new procedures- Creating and reporting documentation (numerical and written) to team lead related to meeting requirements for compliance purposes, grant reporting, information requests, and providing evidence for legal purposes. This may include acting as subject matter expert witness in legal proceedings- Interpretation of regulatory requirements and response to inquiries related to applicability to certification of utility operators- Managing requests for accommodations in accordance with the American with Disabilities Act- Building and maintaining positive relationships with internal and external customers including state and federal partners; current and prospective utility operators; water utility representatives and local government officials Who are the customers?- New Mexicans to protect and restore the environment - Occasional contact with external Federal, State and Local regulatory bodies as well as contractors and environmental not for profit organizations - Internal staff Ideal CandidateThe ideal candidate will have experience in the following:- Working in the field of water and/or wastewater treatment operations and maintenance - Certified at a level 4 in water and/or wastewater- Excellent written and verbal communication skills- Exceptional customer service- Intermediate to advanced knowledge of public water system operations, treatment, and general best practices for effectively operating public drinking and wastewater utilities Minimum QualificationBachelor's Degree in Physical, Natural, or Environmental Science, Social Science, Engineering, or Chemistry and four (4) years of experience in public/environmental health, environmental science, animal science, natural science, biological science, physical science, air quality management, engineering, chemistry, geology, hazardous waste management, wildlife management, and/or water resources. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling eight (8) years may substitute for the required education and experience. Employment RequirementsMust possess and maintain a valid New Mexico Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certificate as a condition of continued employment. Working ConditionsWork is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage.
