Utility Analyst

The Utility Analyst 1, Grade 18, or Utility Analyst Trainee, NS, will work in the Management and Operations Audit Unit of the Office of Accounting, Audits, and Finance (OAAF) and will help oversee comprehensive management and operations audits of utilities, which are generally conducted by consultants. The Utility Analyst 1 will also perform duties that include, but are not limited to:

  • Assisting in developing plans to conduct and oversee management and operations audits of utilities.
  • Observing and participating in preparing Requests for Proposals and evaluating responses.
  • Reviewing work product, invoices, and draft reports of consultants.
  • Assisting in developing reports to communicate audit findings and the audit process in general.
  • Under supervision, overseeing utilities' efforts to implement recommendations resulting from management and operations audits.
  • Under supervision, preparing and presenting written testimony in utility rate proceedings.

Minimum Qualifications:

  • For appointment to a Utility Analyst Trainee 1, you must have a bachelor's or higher degree.
  • For appointment to a Utility Analyst Trainee 2, you must have a bachelor's AND one year of professional experience performing a broad range of analytical tasks relevant to the electric, steam, gas, water and telecommunications utilities on issues such as retail competition; tariff filings; company records; cost and quality of service; rate proceedings; incentive plans; mergers and acquisitions, cost allocations and rate design to ensure that New York State residents have access to safe, reliable utility service at just and reasonable rates.
  • For appointment to Utility Analyst 1, Grade 18, you must have a bachelor's or higher degree AND two years of professional experience as stated above.
  • Substitutions: A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.
