Unit Opening Date: 07/17/2025 Description Starting salary to commence at $42,827 - $49,145 based upon certifications held and experience.General Statement of Job Performs specialized technical support to customers and maintains the City's utility infrastructure. City Expectations: Certain essential city services are required to be maintained in any civil emergency. Depending upon the type of emergency, any and all employees may be activated as essential employees in the event of an emergency. Duties & Responsibilities Specific Duties and ResponsibilitiesEssential Functions:
  • Completes system generated work orders including, but not limited to, customer inquiries, delinquent turn-offs, final reads, meter change-outs, re-reads, consumption reports, fence permits, and meter sets.
  • Inspects, tests, repairs and maintains utility infrastructure, equipment or facilities as required.
  • Accurately and legibly completes and maintains records, reports, forms, and other required documentation.
  • Monitors the activities of contractors for Technical Unit projects and acts as a liaison between contractors and citizens.
  • Responsible for staying current with advances in industry technology.
  • Cleans and maintains fleet vehicles and equipment.
  • Safely and efficiently drives and operates city vehicles/equipment as required.
  • Level II (Grade 124) 8. In addition to performing all Technical Support Specialist Level I functions, the Technical Support Specialist Level II: a. Performs underground locates using ground penetrating radar and electromagnetic wire tracer. b. Tests backflow prevention devices to ensure compliance with the cross-connection control program and/or monitors the infrastructure for fats, oil and grease compliance c. Collects global positioning system (GPS) points on utility assets to update geographic information system (GIS) maps. Technical Support Specialist Level III (Grade 126) 9. In addition to performing all Technical Support Specialist Level I and Level II functions, the Technical Support Specialist Level III: a. Repairs backflow prevention devices. b. Performs inspections on new backflow prevention devices to ensure installation and specifications meet the requirements of the City's Standard Details. c. Investigates reported possible cross-connections and reports findings for possible drinking water contamination. Responsibilities: Responsible for the timely and accurate completion of work assignments following established safety practices. Maintains all tools and equipment and instruments in good working condition at all times. Responsible in work to the Technical Unit Supervisor or Field Operations Supervisor (Collections) accordingly. Minimum Qualifications Minimum Education and TrainingLevel I (Grade 122) High school graduate or equivalent and experience in manual work using hand tools, preferably in the utilities field. Basic computer/tablet and mobile electronic equipment experience preferred. Possess a valid Florida Driver's license, free of any serious violations or ability to obtain within thirty (30) days from date of hire. Level II (Grade 124)
  • One (1) year of utility experience.
  • 2. Maintain fully satisfactory performance appraisals. In Addition, Technical Unit
  • Successful completion of forty (40) hours of underground utility locate training.
  • 2. Possess and maintain a Cross-Connection Control Survey and Inspection certificate or have the ability to obtain within one (1) year from date of advancement to Level II. 3. Possess and maintain State of Florida Backflow Prevention Assembly Tester certifications, or have the ability to obtain within six (6) months of advancement to Level II. Level III (Grade 126)
  • Three (3) years of experience in utility operations.
  • 2. Possess and maintain a Cross-Connection Control Survey and Inspection certificate. 3. Possess and maintain State of Florida Backflow Prevention Assembly Tester certifications as applicable. 4. Possess and maintain State of Florida Backflow Prevention Assembly Repair certifications as applicable. 5. Maintain fully satisfactory performance appraisals. Minimum Qualifications and Standards RequiredSkill Requirements: Knowledge of the techniques, principles, instruments and equipment used in utility operations. Ability to work independently of direct supervision and capable of sustaining regular and predictable attendance. Must be able to communicate effectively; read and comprehend written directions and complete all forms and reports legibly and accurately. Awareness of occupational hazards and safety precautions connected with this type of work. Ability to establish and maintain effective working relationships with co-workers, supervisors, contractors, FDEP representatives and the general public. Requires a working knowledge of the current version of the Microsoft Office Professional software suite including proficiency with Word and Excel. Must have a basic understanding of the current version of the Microsoft Windows operating system. Familiarity with CentralSquare Software applications based on an iSeries system is preferred. Working knowledge of current versions of Internet browsers and Microsoft Outlook is also highly recommended. Ability to learn specific computer applications used in the Department. Physical Requirements: Ability to sit, stand, walk, climb, bend, stoop, reach, dig, and lift up to 40 pounds. Ability to work outside in all kinds of weather and for prolonged periods of time. Supplemental Information Working Conditions: Work is primarily performed outdoors in all kinds of weather in locations that may be potentially hazardous including roadways. May be required to participate in the on call rotation and must be available for emergencies, which can extend the normal work period if required. May be provided a city issued cellular phone for emergency response.
