Summary

Under limited direction, assists the City Manager in planning, organizing, coordinating, and managing the Utilities Services Department, including water treatment, wastewater treatment, water distribution, wastewater collections, gas distribution, electricity distribution, meter maintenance, meter reading, and customer service. The Director provides guidance on advancements in information technology, administration, security, and safety of the department. Responsible for planning, coordinating, and overseeing large-scale capital projects from initiation to completion, including budget management, scheduling, contractor coordination, compliance, and ensuring projects align with organizational goals and regulatory standards.

Distinguishing Characteristics

This is an executive-level position within the utilities department, reporting to the City Manager. The Utility Director exercises high levels of independent judgment in utility activities, programs, and capital project management.

Essential Job Functions

Plans, organizes, directs, and controls programs, projects, services, systems, and operations of water, wastewater, gas, and electric departments; manages staffing and resources to optimize efficiency. Develops city policies and directs short- and long-term goals related to water service planning, resource programs, electrical and gas distribution, and capital improvements. Advises Mayor, Council, City Manager, and senior management on issues, policies, and procedures. Reviews legislation, regulations, and court decisions, assessing impacts on city operations, and recommends policies. Monitors financial rate analyses and makes recommendations on public rates. Continuously seeks to improve operations, streamline processes, and enhance customer service. Supervises staff performance, hires, promotes, and enforces compliance with personnel policies. Provides technical expertise and advice on new construction, operations, and maintenance of utility systems. Coordinates design and development of utility systems and city improvements, reviews project proposals, and manages contractor work. Oversees large construction projects, ensuring compliance with standards and timelines. Manages department budget, monitors expenditures, and maintains inventory levels. Prepares reports and maintains documentation.
