Work is performed under the moderate supervision of the Utilities Construction Foreman. Reasonable adjustments can be made to accommodate individuals with disabilities so that they can perform the essential functions Essential Functions Essential Functions: - Assists in the installation, maintenance, and repairs of water and sewer lines and appurtenances. - Assists in locating water and sewer lines utilizing paint or flags for utility companies, contractors, developers, or homeowners, etc. in a timely manner as outlined in NC811 rules and regulations. - Checks for water leaks around meter boxes, flushes water lines; replaces broken meters and boxes; retrieves and records meter readings. - Assists in the setup of safe work zones to include traffic control devices, cones, and may be required to flag traffic as needed. - Assists in the repairs or replacement of any landscaping damaged in the right-of-way or around the work area as directed by senior management. - Responds to water and sewer leaks, customer concerns, emergency situations, flushes water lines, and replaces broken water meters and boxes, etc. - Assists in the loading and unloading of equipment onto a trailer and secures equipment for transport. - Conduct inspections on valves required by Pender County Utilities and Pender County Inspections Department at various locations throughout the County to activate water service. - Installs new or removes old meters as assigned. - Applies herbicides around hydrants, valve markers, water tanks and pump station sites. - Operates trucks, tractors, backhoe, and mechanical equipment in connection with the above tasks. - Maintains all assigned vehicles and equipment and keeps them clean and presentable to the public. - Records pump hours and chlorine residual at water and sewer pump stations and water tanks as needed. - Assists in the disconnection and reconnection of water service as needed. - Delivers exceptional, courteous, and efficient customer service to all Pender County customers and employees. - Subject to On-Call Rotation. - Performs other duties or tasks as assigned. Knowledge, Skills, Abilities, Education & Experience Knowledge, Skills and Abilities This job requires knowledge of tools, materials, and equipment used for installing, replacing, maintaining, and repairing utility lines. You should also have knowledge of various maintenance and manual tasks involved in these activities, as well as the safe use of common hand and power tools required for these tasks. You should be able to operate and maintain common automotive and mechanical equipment safely. Additionally, you should be able to perform manual and skilled labor for extended periods, often under unfavorable weather conditions. Good communication and collaboration skills are essential to establish and maintain effective working relationships with associates. Education and Experience: Minimal experience in the maintenance, repair and/or construction of water and sewer lines and related facilities, or equivalent combination of education and experience, along with a high school diploma or GED. Physical Requirements Physical Requirements: This job involves regularly exerting up to 10 pounds of force, frequently exerting up to 25 pounds of force, and occasionally exerting up to 50 pounds of force. It requires speaking and hearing, using hands to finger, handle, or feel, and performing repetitive motions. It also involves standing, walking, sitting, climbing, or balancing, stooping, kneeling, crouching, or crawling, reaching with hands and arms, pushing, or pulling, and lifting. This work requires close, distance, and peripheral vision, as well as the ability to adjust focus, perceive depth and color, and see at night. Vocal communication is necessary for expressing or exchanging ideas utilizing spoken words, and hearing is required to perceive information at normal spoken levels. In addition, this job requires preparing and analyzing written or computer data, visually inspecting small defects and/or small parts, using measuring devices, operating machines, operating motor vehicles or equipment, and observing general surroundings and activities. The work environment involves exposure to outdoor weather conditions and frequent exposure to wet, humid conditions (non-weather), fumes or airborne particles, toxic or caustic chemicals, and the risk of electrical shock. Occasionally, it may require working near moving mechanical parts, exposure to vibration, wearing a self-contained breathing apparatus, and exposure to bloodborne pathogens while wearing specialized personal protective equipment. The work is generally in a loud noise location. Special Requirements: - Must have a valid driver's license issued by the State of North Carolina. - Preferably, possess NCDOT Basic Work Zone Training certification or can obtain it within 12 months of employment. - Preferably, possess NCDOT Flagger certification or can obtain it within 12 months of employment. - Preferably, possess First Aid/CPR/AED certification or can obtain it within 12 months of employment.
