Responsibilities

Noblis ESI is seeking a User Engagement Representative with a national space enterprise and ground systems background to work with our clients in supporting our customer in Camp Smith HI. The User Engagement Representative at USINDOPACOM will play an essential role in bridging communication between the Intelligence (J2) and Operations (J3) Directorates and their diverse user communities. This position aims to ensure users receive timely, relevant, and accurate information and support, thereby enhancing their engagement with USINDOPACOM's strategic and operational missions.

As a User Engagement Representative, you'll integrate as the NRO's personal representative assigned to the Intelligence Community, Department of Defense, Joint Staff, Interagency Organizations, and Combatant Commands. You'll assist the supported command with articulating requirements, providing training, and aligning intelligence needs with NRO enterprise solutions.

  • Identify, capture, and prioritize the user's intelligence needs, requirements, and shortfalls.
  • Enable rapid responses to user requirements and intelligence needs with NRO enterprise solutions.
  • Assist the user with articulating national systems support needs and requirements to the Intelligence Community (IC).
  • Ensure supported users have knowledge of and access to NRO systems, services and capabilities, and assist the user with leveraging capabilities in support of their mission.
  • Participate in the user's training program by developing and providing tailored, user-specific briefings and presentations about NRO capabilities to applicable users.
Qualifications

Required Qualifications

  • Bachelor's Degree in Technology, Computer Science, Engineering, Business, or a related field. Alternatively, demonstrate an additional 4 years of related engineer/technical experience per level if no bachelor's degree is held.
  • US Citizenship is required.
  • Must have an active Top Secret/SCI clearance with a Counter-Intelligence (CI) Polygraph.
  • Familiarity with the NRO's and DoD's space system architectures.
  • Ability to problem solve in a rapidly changing environment and interface with the customer daily.
  • Ability to travel about 10% of the time.

Mid-Level

  • Bachelor's degree
  • 8 - 10 years of experience
  • Background / knowledge in National space and ground systems
  • Compensation: $116,730 - $182,410

Senior-Level

  • Bachelor's degree
  • 10+ years of experience
  • Background / knowledge in National space and ground systems
  • Compensation: $141,210 - $220,660
Preferred Qualifications
  • Master's or PhD in relevant fields.
  • Certifications in Project Management or similar.
  • Knowledge of electro-optical, RADAR, SIGINT, communications, mission management, and processing systems supporting space and ground architecture.
  • Flexible to handle multiple priorities and schedules.
  • Strong analytical and communication skills.
