Job Description :

This position is appointed by the Mayor, subject to confirmation by the Council and shall serve at the pleasure of the Mayor. The Treasurer is the division chief of the Treasury Division.This position reports to the Director of Finance and is responsible for the custody, investment and disbursement of all funds belonging to the Consolidated Government, administration of the City's debt transactions, and for such other duties as defined in the ordinance; responsible for the administrative support and financial management of the City of Jacksonville Employees Retirement Systems (including the General Employees and Correctional Officer Pension Plan).

Responsibilities
  • Responsible for the treasury and pension functions.
  • Responsible for the custody and disbursement of all funds belonging to or in the possession of the Consolidated Government except as otherwise provided in the Charter, by the ordinance or general or special law not inconsistent with the Charter.
  • Invests funds, whenever any excess funds are available for that purpose, in legal investments approved by the Director of Finance/CFO.
  • Makes every endeavor to secure interest on funds and shall manage such funds in the best interests of the Consolidated Government.
  • Responsible for administration of the City's debt program including new borrowing, refinancing, reporting, and compliance.
  • Prepares a statement of the total amount of interest received on funds during the year and the average amount of funds invested per day during the year at the close of each fiscal year.
  • Supervises the administration of the General Employees' Pension Plan and shall have such other duties as may be prescribed from time to time by the Mayor or the Director of Finance/CFO, or by law.
  • Coaches and provides direction and support to the appointed managers in charge of managing large units within the department to ensure positive outcomes and goal attainment that are responsive to customer needs.
  • Communicates clear direction, manages for results and leads organizational change.
  • Assigns responsibility, takes corrective action, demonstrates leadership in evaluating, developing and motivating employees.
  • Ensures that the City's debt practices comply with SEC and IRS requirements.
  • Presents to and works with City Council and Council Auditor's Office to ensure that finances are understood and operating within policy framework.
  • Develops materials for and presents to ratings agencies and investing public.
  • Coordinates team inclusive of both internal staff and external advisors/counsel to ensure efficient debt management.
  • Responsible for the oversight of investment managers to ensure performance, risk, and strategy are consistent with expectations.
  • Responsible for City cash flow to ensure return is maximized while maintaining adequate liquidity and appropriate level of risk.
  • Evaluates Pension Fund asset allocation and collaborates with consultants to develop appropriate pension fund investment strategies.
  • Responsible for the Operating Portfolio report and presenting results to Investment Committee.
  • Liaison between Pension Fund money managers and Pension Board of Trustees; ensures managers are performing according to expectations, are within compliance guidelines, and communicate investment-related matters to PBOT.
  • Responsible for scheduling, assigning, and reviewing actuarial modeling for both routine and special assignments.
  • Responsible for monitoring bank accounts to ensure that sufficient cash is available to meet daily and bi-weekly needs.
  • Maintains oversight of contracts with various financial vendors including specialized procurement procedures and contract negotiation.
  • Constructs and administers Requests for Proposals.
  • As City Treasurer serves as Treasurer for the General Employees, Correction Officers, and Police and Fire pension funds.
Minimum Requirements

Bachelors' Degree or higher from an accredited college or university in finance, accounting, business management or a related subject and substantial experience in the area of public or private financial management.

Professional designations such as CFA, CPA, CFP, and CTP desired.
