**Duties**

** Summary**

As a Transportation Operations Specialist (Motor), you will carry out initiatives incident to the management and operation of the regional GSA-owned motor vehicle fleet.

**Duty Location to be determined after selection in oneof the following states:**

**Arkansas, Colorado, Iowa, Kansas, Louisiana, Missouri, Montana, Nebraska, New Mexico, North Dakota, Oklahoma, Texas, South Dakota, Utah or Wyoming.**

**Responsibilities**

Major duties include, but are not limited to the following:

+ Serves as Transportation Operations Specialist (Motor), carrying out program responsibilities and initiatives incident to the management and operation of the regional GSA-owned motor vehicle fleet including financial management, inventory control, acquisition, disposal, maintenance, alternative fuel vehicle program and safety.

+ Conducts ongoing studies designed to analyze and improve various aspects of the program, and to ensure attainment of established performance goals.

+ Evaluates the adequacy, completeness and accuracy of motor vehicle inventory, cost, and use data; of data collection, reporting and record systems; of methods of data analysis employed, and of the use made of such analysis. Makes recommendations to improve efficiency and reduce costs of operation. Provides guidance and assistance to the agency implementing recommendations which are adopted.

+ Projects requirements for the annual vehicle acquisition program.

+ Projects quantities of replacement and additional vehicles needed, quantities of accessory equipment such as, front-mounted winches, engine heaters, canopies, liftgates, snowplows, and assorted utility, maintenance, stake and platform, dump and van bodies.

+ Prepares purchase descriptions including technical specifications for items not included in established standards. Projects and controls funding for capitalized equipment and monitors vehicle deliveries to ensure compliance with contract orders.

+ Assumes responsibility for assurance of accurate inventory controls. Makes recommendations to improve efficiency and reduce costs of operation. Provides guidance and assistance to the agency implementing recommendations which are adopted.

+ Conducts management analysis of cost trends for agency regional fleet management programs with the objective of assisting agencies to reduce costs wherever practicable.

+ Provides oversight of vehicle maintenance program including coordination for establishment of contract repair sources, contract administration over work performed, the preventive maintenance system used in maintenance of the fleet and avoidance of inordinate levels of non-scheduled repair expense, authorization of repairs to using agency personnel, and certifications for payment of resulting repair invoices.

+ Projects and controls funding for capitalized equipment and monitors vehicle deliveries to ensure compliance with contract orders. Provides oversight and technical guidance of the regional vehicle rehabilitation program, including, fund management, and reporting.

+ Meets with other federal agency officials in preparation for the studies to explain or resolve issues, arrange for associated commercial maintenance services, and to consummate fleet transfer. **Travel Required**

**Requirements**

If selected, you must meet the following conditions:

+ As **required** by Executive Order 14043, Federal executive branch employees are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law. If selected, you will be required to be vaccinated against COVID-19 and submit documentation of proof of vaccination by November 22, 2021 or before appointment or onboarding with the agency (if later than November 22, 2021). The agency will provide additional information regarding which forms of documentation can be accepted and how you can request a legally required exception from this requirement. If selected and you are a current GSA employee (except in the OIG), you are not required to show proof of full COVID-19 vaccination if this requirement has already been met.

+ Due to COVID-19, the agency is currently in an expanded telework posture. If selected, you may be expected to temporarily telework, even if your home is located outside the local commuting area. Once employees are permitted to return to the office, you will be expected to report to the duty station listed on this announcement within 45 days. At that time, you may be eligible to request to continue to telework one or more days a pay period depending upon the terms of the agencys telework policy.

+ Receive authorization from OPM on any job offer you receive, if you are or were (within the last 5 years) a **political** Schedule A, Schedule C or Non-Career SES employee in the Executive Branch.

+ Serve a one year probationary period, if required.

+ Undergo and pass a background investigation (Tier 1 investigation level).

+ Have your identity and work status eligibility verified if you are not a GSA employee. We will use the Department of Homeland Securitys e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.

+ Have a valid driver's license ** Qualifications**

The **GS-12** salary range starts at $77,488 per year.

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

To qualify, you must have at least one year of specialized experience equivalent to the GS-11 level or higher in the Federal service.

**Specialized experience** is experience providing management support to a fleet vehicle operations program which demonstrates experience in fleet sales; vehicle marketing; vehicle acquisition; and applying a technical knowledge of vehicle repair and costs, state and federal vehicle regulations, fleet operations, industry standards and trends, administrative functions and various fleet automated systems.
