Transportation Planning and Management (TPM)

TPM is responsible for the safe, efficient, and environmentally responsible movement of people and goods on the City's streets, supporting economic and social vitality in New York City. Its responsibilities include planning, street design, technical analysis, signs, transit development, freight mobility, and markings, ensuring safety for motor vehicle occupants, pedestrians, and cyclists.

Traffic Engineering & Planning (TEP) conducts and reviews traffic operations and planning analyses, from curb cuts to area-wide studies.

Position Overview

TEP seeks an experienced, motivated candidate to work within a multi-disciplinary team dedicated to improving transportation in the city through various studies and projects. Under the direction of the Director of Engineering Review, the candidate will contribute to traffic and safety studies, including street conversions, curb cut reviews, site development, and guiderail investigations. This role offers an opportunity to enhance safety, accessibility, and mobility across New York City.

Key Responsibilities
  • Collect traffic operations and safety data.
  • Perform technical analyses such as intersection Level-of-Service (LOS), crash, turning movement, and speed studies.
  • Develop and test improvement measures to reduce congestion and improve safety and mobility.
  • Understand the relationship between land use and transportation, and the four-step planning process.
  • Conduct traffic analysis using software like Synchro and HCS, following HCM and CEQR methodologies.
  • Prepare AutoCAD drawings, reports, and presentations.
  • Participate in community meetings and collaborate with agency staff and external parties.
Qualifications and Skills
  • Knowledge of AutoCAD and safety assessments using crash data and police reports.
  • Familiarity with roadway access management and curb cut review processes.
  • Ability to work independently and collaboratively.
  • Excellent communication skills, with experience preparing meeting materials and reports.
Preferred Skills
  • Proficiency in HCS, Synchro/SimTraffic, AutoCAD, AutoTurn, Microsoft Office suite.
  • Knowledge of transportation planning principles, traffic impact studies, HCM, MUTCD, AASHTO, CEQR.
  • Valid NYS Driver's License.
Additional Information

This position may be eligible for remote work up to 2 days per week. It is open to qualified persons with disabilities under the 55-a program. Residency in NYC is required for the first two years.
