Job Summary

The purpose of this classification is to direct, develop, plan, and control the operations of the Transportation Department, including the planning, design, operations, and maintenance of the City of Roswell roadway network. This role is responsible for formulating policy recommendations and procedures, developing and obtaining resources, directing operations through subordinate supervisors, assessing operations, and identifying current and projected transportation needs to develop plans to meet those needs. Under the general direction of the Deputy City Administrator for Infrastructure, the Transportation Director has the ultimate responsibility for delivering transportation services for the City of Roswell.

Essential Job Functions

  • Manage personnel functions for the department; oversee subordinate managers; resolve employee relations issues; hire, promote, and discharge staff; conduct performance evaluations; investigate complaints; ensure staff training and resources; review reports of employee injuries.
  • Formulate, implement, and update policies and procedures; develop and direct department operations; assess effectiveness and implement changes; develop strategic plan and departmental mission and vision.
  • Ensure safe operations of multi-modal transportation infrastructure; plan, direct, and oversee operations including road and bridge maintenance, traffic operations, signals, signing, lighting, sidewalks, trails, and engineering functions related to roadway improvements.
  • Prepare and manage departmental budget; identify needs; allocate resources; develop funding proposals; manage impact fees and bond funds; ensure compliance with funding regulations.
  • Handle public relations tasks; respond to media and public inquiries; resolve complaints; represent the city at regional events; participate in interviews and media interactions.
  • Develop strategic plans and short/long-term goals; make recommendations for bond and capital programs.
  • Review traffic modifications and signage; determine property acquisition needs for projects; oversee outside services contracts; review proposals and contracts; resolve conflicts; make recommendations to city officials.
  • Oversee maintenance programs; follow safety procedures; stay informed on policies, regulations, and trends; participate in professional development.
  • Attend meetings, serve on committees, make presentations, and represent the department in community events.
  • Monitor inventory levels; coordinate work activities; respond to service requests; prepare reports and documentation; operate office equipment.
  • Coordinate emergency response activities related to transportation.

Minimum Qualifications

Requires a Bachelor's degree in civil engineering, transportation, or a related field; Master's preferred. At least 10 years of experience in engineering or project management, or equivalent education and experience. Must possess and maintain a Professional Engineer's license in Georgia and a valid Georgia driver's license with a satisfactory MVR.

  • Knowledge of transportation-related codes, regulations, and policies.
  • Ability to learn and apply city policies and procedures.
  • Strong analytical, leadership, and decision-making skills.
  • Ability to operate equipment and utilize various data and information sources.
  • Mathematical and organizational skills; ability to exercise judgment and creativity in organizational management.

Physical Demands

Light work involving moderate effort; may include lifting up to 20 pounds, extended periods at a workstation, and sensory perception tasks.

Work Environment

Primarily performed in a standard office environment; occasional site visits and outdoor activities.
