The selected candidate will provide support to the Public Transportation Bureau's (PTB) Strategy and Development Section. The Bureau is responsible for oversight and compliance with Federal Transit Administration (FTA) requirements, including grant solicitations, contract monitoring, project management, and coordination of both FTA and New York State-mandated reporting on public transportation programs and issues statewide. The Strategy and Development Section specifically oversees the solicitation of funding opportunities for both State and Federal funds, as well as the creation and implementation of strategic initiatives that support public transportation throughout the state. Duties include, but are not limited to:

• Assist in development of funding opportunity documents, including Notices of Funding Availability (NOFAs), applications, evaluation criteria, scoring rubrics, program guidance, and other related materials;
• Provide technical assistance and training to NYSDOT PTB staff and external sub-recipients on program policies, procedures and application processes;
• Report to senior management on the progress of funding opportunities;
• Evaluate projects, plans, and proposals for both eligibility of federal and state grant opportunities, and to ensure alignment with statewide transportation plans;
• Review proposed capital programs for compliance with federal and state funding eligibility requirements and evaluate projects using established criteria;
• Recommend changes to transit program policies and application processes;
• Support technical assistance efforts focused on service planning and regionalization initiatives among rural transit providers;
• Assist PTB staff in identifying and promoting training opportunities, including the use of RTAP (Rural Transit Assistance Program) funding where appropriate;
• Perform routine mathematical operations and analyze data sets, tables, and statistical information;
• Manipulate and summarize data to evaluate the impact of variable changes on funding, projects, and policy decisions;
• Assist in development, implementation, and maintenance of internal systems, procedures, and manuals to support planning and project delivery;
• Prepare written findings and recommendations, including rationale and analysis, for review by supervisors and senior leadership;
• Assist PTB staff with presentations on transit programs, initiatives, and project activities;
• Collaborate with other NYSDOT offices, bureaus, and external agencies on studies and initiatives related to public transportation;
• Provide support to consultant staff engaged by PTB for research, analysis, and studies;
• Provide all written and verbal communications in a manner that is visually appealing and easily accessible to a variety of audiences;
• Perform other duties as assigned.

Responsibilities may include serving a role within the Incident Command System to support the department's response to regional and statewide emergency situations.

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).* To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:

• Transportation Analyst Trainee 1: A bachelor's degree including or supplemented by 24 qualifying semester credit hours*.
• Transportation Analyst Trainee 2: A bachelor's degree including or supplemented by 24 qualifying semester credit hours* AND either one year of qualifying experience** OR a master's degree including or supplemented by 24 qualifying semester credit hours*.
• Transportation Analyst: A bachelor's degree including or supplemented by 24 qualifying semester credit hours* AND either two years of qualifying experience** OR a master's degree including or supplemented by 24 qualifying semester credit hours* AND one year of qualifying experience**.

**Qualifying Experience is directly related to highways or transportation in either planning, engineering management, systems analysis or quantitative analysis of transportation or highway systems and must have included direct responsibility for the preparation of written material such as narrative reports, letters of memoranda documenting the accomplishments and/or supervision of such activity. Additionally, this professional experience must have included one or more of the following: the identification and documentation of transportation problems and needs; the inventory, data analysis and description of highway or other transportation facilities, conditions or performance; the analysis and evaluation of existing or proposed transportation services including plans, programs, projects and policies; the development and/or coordination of transportation plans or policies; the development of projects for transportation facilities and/or service improvements (including traffic engineering or safety improvements); supervision and coordination of local transportation planning programs; the development and/or evaluation of transportation planning methods or models or program techniques or strategies.

Examples of Non-Qualifying Experience: Experience in which the primary duties consist of data collection, clerical processing of information, fleet and crew dispatching or routing, school bus transportation administration, transportation related to travel and tourism, construction inspection, preparation of non-narrative statistical or tabular reports, route sales/delivery, product distribution/warehousing or other similar work that did not involve analytical techniques, the preparation of written material, traffic or transportation systems operations, or cartography will not be considered qualifying.

If chosen, you may, at the agency's discretion, be appointed to a higher level. You must inform the agency of any additional qualifications at your interview. Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.

* This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
