Salary: $63,814.44 - $84,554.00 Annually Location : Department of Transportation Marietta, GA Job Type: Full-Time Job Number: 04296 Department: Department of Transportation (DOT) Opening Date: 07/11/2025 Closing Date: Continuous Grade Code: 113 Position Information The Traffic Engineer I position is located within the Cobb County Department of Transportation's Traffic Engineering Division. The purpose of this classification is to support the safe and efficient movement of traffic, pedestrians, and bicyclists throughout Cobb County by performing technical and analytical work related to traffic operations, safety, and infrastructure. Essential Functions Conducts and/or reviews modeling, planning, and engineering studies in support of project analysis and design according to area assignment, such as water/wastewater infrastructure, roadways and transportation systems, traffic signals and control systems, or stormwater systems: provides technical support during construction; prepares reports detailing the quantitative analysis performed and concluding recommendations; and reviews and verifies engineering calculations and analysis submitted by consultant engineers or internal engineering technicians. Conducts assessments to determine space, infrastructure, facility, and other project requirements: participates in the development of lists of potential infrastructure improvement projects to be included in the capital investment plan for the program or division; and calculates cost estimates and identifies resources needed for projects. Develops preliminary/final plans and designs using CAD and other engineering/drafting tools: and develops engineering specifications for project construction based on programming assessment, design concepts, fundamental engineering principles, and approved preliminary plan. Coordinates and reviews the work of contracted architects, engineers, and other project service providers: works with contractors to make all design modifications necessary to conform with regulatory and project requirements; and approves the designs as appropriate. Completes review of civil engineering aspects of site development plans to ensure compliance with applicable laws, ordinances, regulations, and standards: evaluates and assess the impact of the proposed project with regards to traffic and transportation, drainage and stormwater runoff, hydrology and hydraulics, flood protection, grading and erosion control, zoning and land use appropriateness, and related issues; approves plans and issues permits or initiates any actions necessary to correct deviations or violations; works with developers/engineers to modify plans for conformity; and maintains comprehensive documentation regarding research and design activities. Provides technical assistance to project managers and contracts officers during the bid phase of project design to help evaluate proposals and make recommendations for awarding the contract. Communicates with supervisor, project manager, contractors, other governmental agencies, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems: facilitates communication between interested parties; and confers with management to keep them informed on key issues, progress toward objectives, and to gain necessary approval. Performs special assignments as requested: conducts specific research; prepares special reports and projects; develops and implements compliance programs; administers state and federal grants; and presents technical data. Prepares crash diagrams to geographically show crash types and injury types based on report data; Collects and manages traffic data used to determine average daily traffic, headways and speed profiles. Maintains and publishes traffic and crash data layers in GIS for internal and external use; Performs routine traffic engineering activities to determine if new traffic control devices or changes in existing traffic control devices are warranted/justified. Develops new or modifies existing signal timing for County traffic signals: receives and reviews work orders and complaints; examines intersections; determines number and nature of timing parameters for proper signal operation; conducts site visits as needed; designs and implements new signal timing and modifications into signal timing systems and databases; ensures all information is accurate, complete, and in compliance with established local, state, and federal traffic signal timing standards and regulations; troubleshoots timing problems; and makes adjustments and corrections as needed. Performs other related duties as assigned. Minimum Qualifications Bachelor's Degree in Civil Engineering or related field required; previous civil engineering experience is preferred; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Licenses and Certifications Must possess and maintain a valid Driver's License. International Municipal Signal Association (IMSA) Level II Signal certification preferred. Physical Abilities Tasks require the ability to exert very moderate physical effort in light work, typically involving some combination of stooping, kneeling, crouching and crawling, and which may involve some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (12-20 pounds). Sensory Requirements Some tasks require the ability to perceive and discriminate colors or shades of colors. Some tasks require the ability to communicate orally. Environmental Factors Essential functions are regularly performed without exposure to adverse environmental conditions; fieldwork may expose the incumbent to a variety of hazards related to construction sites. Periodic project or site visits may expose the incumbent to a variety of hazards consistent with a construction and/or treatment plant site including exposure to traffic and/or environmental conditions associated with water system utilities.
