Job Description
A & R Clinical Services and Crisis Management, LLC (ARCSCM) are looking for Therapy, Nursing, and Other School-Based Professional Services. Cecil County Public Schools (CCPS) is seeking interested companies to provide the following services to students ranging in age from birth to twenty-one (21): Speech-Language, Occupational and Physical Therapy, School Psychology, Nursing, and Sign Language Interpreting. For the 2025-2026 School Year, CCPS foresees needing an undetermined number of Speech/Language Therapists, Occupational Therapists, Physical Therapists, Psychologists, Registered Nurses, Registered Behavior Technician, and Sign Language Interpreters.
The contractor will, in a professional manner, perform all services, except as otherwise specified, necessary or proper to perform and complete all the work required by this contract, within the time specified, in accordance with the provisions of this bid/proposal and the specifications covered by this contract and any and all supplemental specifications, in accordance with the directions of the Board of Education
Responsibilites
Speech/Language, Occupational, Physical Therapy Services – Duties of Contractor/Service Provider The awarded Contractor must have capacity to provide Speech/Language, Occupational and/or Physical Therapy, including but not limited to:
• Observing all school system and birth to age 21 policies and procedures as described during the orientation;
• Screening and assessment, including completion of written reports;
• Participating in the development of appropriate IEPs and/or IFSPs;
• Participating in IEP or IFSP team meetings as necessary;
• Planning and implementing child/student/family services;
• Communicating with families/guardians as agreed upon;
• Providing consultation with teachers, families, and respective service agencies;
• Monitor completion of required services on IEP/IFSP;
• Document response to therapy and consultation using appropriate CCPS forms;
• Submitting completed Medical Assistance logs to the Office of Special Education by the 10th day of the following month; • Adhere to state requirements for supervision of assistants and provide documentation of the supervision;
• All billable hours are to be provided in a CCPS facility, private school or Infants/Toddlers Program location (child's natural environment);
• Billable hours are not to exceed seven (7) hours per day for a maximum of thirty-five (35) hours/five (5) day work week, including travel time between locations is to be documented as billable hours. The daily lunch of thirty (30) minutes; and commute travel are not billable.
• With a Board provided daily log supporting documentation, the invoice must break out billable hours by both discipline (Speech Language, Occupational Therapy and Physical Therapy) and Program (Infants & Toddlers, Preschool, Extended IFSP, Private School, and School Age).
School Psychologist - Duties of Contractor/Service Provider The awarded Contractor must have capacity to provide School Psychology services including but not limited to:
• Observing all school system and birth to 21 policies and procedures as described during the orientation;
• Screening and assessment, including completion of written reports;
• Participating in the development of appropriate IEPs and/or IFSPs;
• Participating in IEP or IFSP team meetings as necessary;
• Providing ongoing therapy or consultation with teachers, families, and respective service agencies;
• Communicating with families/guardians as agreed upon;
• Monitoring completion of required services on IEP/IFSP;

Contracted Nursing - Duties of Contractor/Service Provider The awarded Contractor must have capacity to provide Nursing services including but not limited to:
• Bearing the exclusive responsibility for student's daily supportive and medical care;
• Performing all tasks agreed upon by the parents and school nurse and IEP team. These tasks should be part of the IEP: o This may include but is not limited to:
▪ medication administration;
▪ toileting;
▪ transporting student to classes;
▪ performing certain treatments such as catheterization, suctioning, and tube feeding; and positioning.
• Maintaining all equipment used by the student;
• Apprising school personnel of any changes in the student's health status;
• Accompanying the student at all times;
• Becoming thoroughly familiar with the implementations of the assigned student's transportation procedures and be prepared to carry out these procedures;
• Being thoroughly familiar with the implementation of the assigned student's emergency medical procedures and be prepared to carry out these procedures;
• Being thoroughly familiar with the implementation of the assigned student's fire drill (and other natural disaster) procedures and be prepared to carry out these procedures;
• Participating in the implementation of this student's academic program and other school activities at the discretion of the principal or designee and the classroom teacher;
• Promoting and protecting the optimal health status of children;
• Providing illness and injury assessments and interventions;
• Identifying, assessing, planning, intervening, and evaluating of the assigned student's health concerns;
• Maintaining regular, on-time attendance;
• Communicating effectively communicate with students, school staff, and families/caregivers;
• All billable hours are to be provided in a CCPS facility, private school or Infants/Toddlers Program location (child's natural environment);
• Billable hours are not to exceed seven (7) hours per day for a maximum of thirty-five (35) hours/five (5) day work week, including travel time between locations is to be documented as billable hours. The daily lunch of thirty (30) minutes; and commute travel are not billable. CCPS RFP 25-11:
Therapy, Nursing, and Other School-Based Professional Services 31 Sign Language Interpreting – Duties of Contractor/Service Provider The awarded Contractor must have capacity to provide SL Interpreting, services including but not limited to:
• Observing all school system and birth to 21 policies and procedures as described during the orientation;
• Review of teacher lessons;
• Ongoing interpreting services;
• Communicating with families/guardians as agreed upon;
• Providing consultation with teachers, families, and respective service agencies;
• All billable hours are to be provided in a CCPS facility, private school or Infants/Toddlers Program location (child's natural environment);
• Billable hours are not to exceed seven (7) hours per day for a maximum of thirty-five (35) hours/five (5) day work week, including travel time between locations is to be documented as billable hours. The daily lunch of thirty (30) minutes; and commute travel are not billable.
Registered Behavior Technician (RBT) - Duties of Contractor/Service Provider The awarded Contractor must have capacity to provide Registered Behavior Technician services including but not limited to:
• Observing all school system and birth to 21 policies and procedures as described during the orientation;
• Providing direct behavior support under the supervision of a Board Certified Behavior Analyst (BCBA);
• Participating in the development of Individualized Behavior Intervention Plans (BIPs);
• Implementing Individualized Behavior Intervention Plans (BIPs) and Skill Acquisition Programs;
• Assisting with transitions and social skills development
• Collecting various data to report to the BCBA
• Assisting with transitions and social skills development;
• Collaborating and communicating with Teachers
• All billable hours are to be provided in a CCPS facility, private school or Infants/Toddlers Program location (child's natural environment).
• Billable hours are not to exceed seven (7) hours per day for a maximum of thirty-five (35) hours/five (5) day work week, including travel time between locations is to be documented as billable hours. The daily lunch of thirty (30) minutes; and commute travel are not billable.
In addition, Contractors providing services to the following CCPS programs must include: Infants and Toddlers Program Services
• Ability to provide early intervention supports and services to children ages birth to four and their families; • Availability to provide year-round services;
• Ability to travel and provide services in natural environments (homes, daycares, communities);
• Focus on family education and training; and CCPS RFP 25-11: Therapy, Nursing, and Other School-Based Professional Services 32
• Flexibility in service hours based upon needs of the Infant and Toddler Program, with capacity to increase/decrease hours of service throughout the contract period based upon the need of CCPS. School-Based Services
• Ability to provide services to students, ages 3-21, including early intervening services and IEP services;
• Support students' abilities to access, participate and progress in their educational program in the least restrictive environment;
• Availability to travel and provide services in multiple schools; and
• Flexibility to change assignments based upon the needs of CCPS. The Service Provider will inform local school personnel and the office of Special Education in the event of a service provider's absence and will attempt to provide substitute coverage.
Professional Requirements All therapists must have and maintain an active license from the Maryland State Department of Mental Health and Hygiene in the appropriate field – Occupational Therapy (OT, OTA), Physical Therapy (PT, PTA), or Speech/Language Therapy (SLP, SLPA). NPI Number and E-Prep account will be required of successful candidates. Nurses must have and maintain a current Maryland (or compact state) Registered Nurse License, Licensed Practical Nurse License and current certification in CPR/AED; Nursing Assistants should maintain Certified Nursing Assistant(CNA) Certification and current certification in CPR/AED; School Psychologists must have and maintain Maryland State Department of Education endorsement; and Sign Language Interpreters should have a High School Diploma or equivalent and Interpreter Training Program Certification or fluent in Sign Language. Certified Behavior Technicians must be certified through the Behavior Analyst Certification Board. All contracted professionals must have a valid driver's license and an automobile for use. Upon notification of award of contract, the Contractor's personnel must be fingerprinted. Therapists must successfully complete a criminal history background check. All contracted professionals will receive training and follow the policies and procedures outlined by CCPS.
