Description: Analyzes system requirements and concept of operations documents, acquisition plans, and system descriptions to develop evaluation and test plans and procedures, prepare for and conduct data collection and analysis, and report status and results. Supports the development of Government test and evaluation documentation, such as Test & Evaluation (T&E) Strategy, Test & Evaluation Master Plan, Event Test Plans, Test Readiness Assessments, and T&E Reports. Collaborates with other test organizations to support T&E program integration. Provides specialized T&E capabilities tailored to system functions, level, maturity, and performance area as assigned in the SOW.
Responsibilities:
- Assist with Level 1 tasks as constrained by technical training and testing experience.
- Conduct research into and apply knowledge of Government test and evaluation concepts related to engineering acquisition and operations activities to support T&E.
- Plan and execute performance analysis.
- Review acquisition approaches to support T&E schedule alignment with decision-maker needs.
- Analyze performance risk areas to focus T&E planning.
- Specify, validate, and adapt Modeling and Simulation for T&E use.
- Apply statistical analysis to characterize confidence in performance estimates.
- Select, develop, and use analysis tools.
- Execute evaluation plans based on data collected by testing tasks.
- Plan and execute performance data collection, including synchronization with decision points.
- Establish and employ data and configuration management capabilities.
- Support data authentication and comply with discrepancy reporting criteria.
- Assess operational and system performance requirements for testability and criticality.
- Coordinate with Systems Engineering to leverage functional analysis, system descriptions, modeling, and initial risk assessments.
- Assess operational environments and priorities for evaluation and scenario selection.
- Plan risk-tailored performance estimation and analysis of system and operational metrics.
- Design surveys for SME and user input on performance evaluation.
- Participate in T&E working groups for evaluation plan coordination.
- Produce evaluation plans, analysis plans, risk assessments, and status reports; contribute to government T&E products.
- Design data sampling schemes to optimize information/resource balance.
- Coordinate and calibrate instrumentation, data collection, and management tools.
- Ensure test readiness, including training, equipment readiness, and legal/security compliance.
- Participate in data collection execution and produce related plans and reports.
- Provide technical guidance for Level 1 tasks and coordinate with task leaders.
- Work with government sponsors to implement tasks.
- Maintain knowledge of standards applicable to system development.
- Lead T&E tasks and serve as primary liaison to the government.
- Communicate issues and solutions to leadership.
- Manage resources, ensure quality assurance, and coordinate evaluation and testing products.
- Participate in T&E teams to ensure proper coordination.
- Drive innovation, respond to program changes, and develop contingency plans.
Basic Qualifications: Eight (8) years of experience as a TE in similar scope programs. Bachelor's degree in Math, Science, Engineering, Statistics, Engineering Management, or related discipline from an accredited institution. An additional four (4) years of TE experience may substitute for a bachelor's degree.
