Technology Analyst 2 (Geographic Information Systems)
Under the direction of the Information Technology Architect 2, the Technology Analyst 2 (Geographic Information Systems) will be responsible for developing Geographic Information Systems (GIS) databases and software and coordinating their integration with enterprise platforms. This position will conduct spatial analyses and produce maps and other graphic displays of geospatial data to meet client agency business needs, managing and improving New York State's GIS capabilities, analyzing complex information and making decisions regarding the most effective methods of presentation. The incumbent of this position may directly supervise a team of Technology Analyst 1's (Geographic Information Systems).
Duties include, but are not limited to, the following:
- Create geographical data from various sources such as satellite imaging, aerial photography, existing maps, and field observations.
- Work closely with other professionals, such as surveyors and cartographers, to gather and validate data.
- Design and implement data models, database structures and integration strategies, using software to manipulate and represent this data in a visual and understandable way.
- Conduct spatial analysis to determine patterns and trends in geographical data.
- Manage and maintain GIS software, hardware and related technologies.
- Develop, update, analyze and manage GIS databases.
- Develop or modify GIS software applications and programs to meet specific needs, using these programs to create databases for storing and analyzing geographical information and ensuring data accuracy, integrity, and security.
- Create maps and graphs using GIS software and data collection equipment.
- Present data clearly and concisely, such as through detailed maps or reports.
- Integrate GIS with other software for purposes such as data management and analysis.
- Collaborate with team members, stakeholders and other professionals to determine GIS data requirements and achieve project objectives.
- Assist in the development of GIS project strategies and goals.
- Implement and manage GIS projects.
- Perform quality assurance checks on data.
- Provide technical support for GIS software users.
- Train new users to understand and on the functionality of GIS technology and software.
- Keep up to date with advancements in the field of GIS technology.
This position may perform the full range of supervisory duties.
Minimum qualifications:
- Non-competitive: Six (6) years of information technology experience, two (2) years of which must be within the appropriate specialty.
- Bachelor's degree in any field including or supplemented by fifteen (15) semester credit hours in computer science or a related field substitutes for three years of general information technology experience.
- Master's degree or higher in computer science or related field substitutes for one year of general information technology experience.
- Specialty includes experience within one or more of the following information technology disciplines: artificial intelligence, cloud solutions, human centered design, product management, quality assurance, rapid application development, robotic product management, geospatial information services.
Preferred qualifications:
- Preference for candidates holding relevant GIS certification.
- Strong understanding of cartography, geospatial analysis and GIS technology.
- Proficiency in GIS software and programming languages.
- Knowledge of database management systems.
- Strong problem-solving skills and ability to work on multiple projects.
- Attention to detail to ensure accuracy in data analysis.
- Excellent communication skills.
- Ability to work collaboratively and independently.
- Knowledge of the latest geospatial technologies.
- Project management skills.
