POSITION SUMMARY

The System Facilities Director, under the direction of the Vice President of Facilities, Construction and Real Estate, manages all hospitals and off-site facilities in the Health First Integrated Delivery Network (IDN), assisting with overseeing facilities operations, directing facilities management team for routine maintenance, responding to emergencies, managing risk, handling construction and contractors, and conducting site inspections. The System Facilities Director assists with directing the Facilities department's activities and resources to ensure alignment with the mission, values, and objectives of the department and Health First.

PRIMARY ACCOUNTABILITES

  • Monitors to ensure the Facilities management team appropriately completes the maintenance and preventative maintenance programs. Ensures lowest controllable cost, optimum operation of equipment, satisfactory results from maintenance and repair or installation work, and full utilization of assigned personnel.
  • Develops and implements plans and projects to improve operational efficiency and effectiveness. Monitors and reports on status and progress to the leadership.
  • Supports Facilities management team in establishment of priorities, expedition of maintenance crew work assignments, and inspection of work.
  • Ensures Preventative Maintenance inspections are completed as scheduled, ensuring the facility and engineering department complies with all Federal and State agencies including the Agency for Healthcare Administration (AHCA), The Joint Commission (TJC) and all other local and state regulatory agencies having jurisdiction. Assists in accompanying government authorities on inspections.
  • Communicates continuously with senior and executive level leadership on matters concerning plant operations and facilities. Gathers, analyzes, compiles, and records data and information for reports, studies, or surveys. Approves or recommends approval for materials, equipment, and supplies.
  • Assists in analysis, evaluation, and recommendation of maintenance and repair procedures, work, and timeliness. Develops and maintains a comprehensive five (5) year capital replacement plan for the facilities, the building systems and building equipment.
  • Monitors that all required documentation is maintained and provides regular reports on the performance of the engineering department including but not limited to financial, compliance with regulatory requirements, utility costs, customer service and quality.
  • Oversees the overall safety of the facilities and is a co-chair of the IDN EOC Committee, leads facility-related input for in the Water Management Committee and is a key stakeholder and participant in Emergency Management. Assumes a key role in the IDN incident command structure during national, state, local and internal emergencies when needed and applicable.
  • Conducts all strategic planning for the facilities department' continuous improvement to ensure safe care environments through technical advancement and expanding knowledge base for the overall facilities department.

  • Work Experience

    MINIMUM QUALIFICATIONS

    •Education: Bachelor's degree in Construction Management, Engineering, Architecture, Healthcare Administration, or relevant field.

    •Work Experience:

    o Five (5) years' progressive facilities experience.

    o Five (5) years' leadership experience.

    •Licensure: None

    •Certification: None

    •Work Experience In Lieu of Education: Additional five (5) years' experience in Facilities Management.

    •Skills/Knowledge/Abilities:

    o Robust understanding of Florida Building Code, AHCA, Joint Commission and other healthcare regulatory agency facility requirements.

    o Possesses detailed knowledge and working experience with all Life Safety and Environment of Care standards.

    o Proficient in Microsoft Office – Outlook, Word, Excel, PowerPoint.

    o Ability to work autonomously with minimal supervision.

    o Demonstrated analytical and problem-solving skills.

    o Ability to maintain the highest level of confidentiality.

    o Demonstrated sound decision-making and financial acumen.

    PREFFERED QUALIFICATIONS

    •Education: Master's degree in Construction Management, Engineering, Architecture, Healthcare Administration (MHA).

    •Certification:

    o Certified Facility Manager (CFM) OR

    o Certified Healthcare Facility Manager (CHFM).

    PHYSICAL REQUIREMENTS

    •Majority of time involves sitting or standing; occasional walking, bending, and stooping.

    •Long periods of computer time or at workstation.

    •Light work that may include lifting or moving objects up to 20 pounds with or without assistance.

    •May be exposed to inside environments with varied temperatures, air quality, lighting and/or low to moderate noise.

    •Communicating with others to exchange information.

    •Visual acuity and hand-eye coordination to perform tasks.

    •Workspace may vary from open to confined.

    •May require travel to various facilities within and beyond county perimeter; may require use of personal vehicle.
