Job SummaryThis position is located in the Office of Public Safety, Public Services Department of the District of Columbia Public Library (DCPL). This position is a supervisor (Sergeant) within the Office of Public Safety. The Office of Public Safety (OPS) is responsible for safeguarding lives and property by providing safe/secure conditions for employees and the general public while on DCPL property.This position serves as Shift Commander; the incumbent has immediate and direct supervisory oversight for respective shift operations and full supervisory responsibility for all sworn and unsworn personnel assigned to their area of responsibility.Duties & Responsibilities
- Directs and maintains law and order; observes, reports, and responds to illegal and unauthorized activity occurring on DCPL-owned and controlled premises through District laws, ordinances, enforcement of DCPL policies, procedures, and protocols, and the District of Columbia Official Code.
- Oversees the conduct of preliminary investigations of crimes, and accidents, disposal of complaints, and the recovery of stolen property, equipment, tools, and supplies.
- In the absence of a higher ranking officer or as assigned, the incumbent maintains responsibility/accountability for all shift activity and assigned duties during their respective tour of duty, including (but not limited to) the following: Criminal/non-criminal calls for service, interviews, and investigations, case activity/reports, administrative reports/paperwork, equipment issuance, monitoring of special details/events, time keeping/approval, leave tracking, and personnel deployment and notifications.
- In the absence of a higher-ranking officer or as assigned, maintains immediate and constant accessibility to assigned personnel, working closely with personnel to ensure that directives, policies, and procedures are communicated effectively and executed according to established protocol.
- Assists with investigating and resolving customer and employee complaints; assesses and addresses other unsatisfactory conditions pertaining to the quality of life.
- Assists with assigning personnel and participates in community service activities, employs the practices and techniques of community-oriented and problem-oriented policing.
- Establishes and sustains positive/effective working partnerships with direct reports, supervisors, DCPL officials and constituencies, and various other internal/external entities for the purpose of clear and timely communications/information sharing/assistance.
- Response to calls for and/or coordinates service (until relieved) requiring the assistance of, and collaboration with, other local law enforcement and emergency response agencies (i.e., natural disaster, environmental hazards or risks; fire, medical emergencies).
- Conducts timely and appropriate (oral and written) job performance counseling and coaching with all respective personnel with the appropriate supervision of a higher-ranking officer. Essential duties include (but not limited to) the following: evaluating the work performance of subordinates, giving proper advice/council, preparing performance appraisals, engaging personnel in goal setting as it relates to job performance, preparing/approving time and attendance of subordinates, and makes recommendations for disciplinary actions as directed.
- Assists in the advancement of the use of technology to forward the mission of the Office of Public Safety/Police and DC Public Library; must have a working knowledge all security technology equipment used by OPS.
- Duties and assignments involve the application of law enforcement principles and techniques with accountability for accuracy, adequacy and timeliness, and within applicable legal/policy parameters and limitations.
- Performs other related duties as assigned including assisting in the operation of the Command Communication Center (CCC) if needed or required.
Education And ExperiencePlease Note: Education cannot be substituted for experience.The incumbent must possess at least ahigh school diploma or equivalent plusa minimum of five (5) years of experience working as a law enforcement officer in a federal, state, municipal, local, military, or private organization with responsibility for maintaining order and protecting life and property, including at least one (1) year of supervisory experience required and/or one (1) year of specialized experience at the next lower approved grade level of employee progression in this series. (CS 7; Candidates without the required years of experience will not be considered)Preferred RequiredTwo years of college or law enforcement training preferred. Experience in an urban library setting is preferred. In addition, the following is required:
- The incumbent must have obtained and is required to maintain an armed Special Police Officer (SPO) commission through the District of Columbia Department of Licensing and Consumer Protections (DLCP) license issuance process and meet all the prescribed requirements and qualifications associated with Special Police Officer (SPO) status (including firearms).
- The incumbent must also demonstrate a satisfactory understanding of weapons safety, different weapon systems used by DCPL, and an in-depth understanding of the use of deadly force.
- Possess and maintain a valid motor vehicle license issued by the state of residence.
- Successful completion of the MPD DC Code class at the time of appointment.
- Must have a high school diploma or GED required.
- The incumbent must be knowledgeable with extensive experience in the area of police supervision, police operations, police organization, and personnel deployment; Knowledge and application of various Federal, State, county, and municipal statutes, ordinances, and laws.
- The incumbent must have a minimum of three years of satisfactory and positive armed Special Police Officer (SPO) in an agency of similar size and complexity as DCPL. In addition, the incumbent must have received at least a minimum of satisfactory on their last two agency evaluations in all categories.
- The incumbent must have the ability to apply effective and efficient oral and written communication skills. Must be able to provide effective guidance to direct reports in same. In addition, must use precision in identifying problems, relating findings, and reporting facts.
- Duties and assignments involve the application of law enforcement principles and techniques with accountability for accuracy, adequacy, and timeliness, and within applicable legal/policy parameters and limitations.
- The incumbent must be able to provide proper and appropriate supervision, direction, and guidance to subordinate employees of the OPS. In addition, must be a positive contributing member of the OPS team.
- The incumbent must possess and retain a valid Vehicle Operators Permit issued by the state of residence.
- The position is designated as essential. The incumbent should be in good physical and mental condition. There will not be a primary shift. The incumbent may be required to work rotating shifts and weekends. The incumbent may be required to be on call if needed.
- Upon notification, must respond in the event of an emergency during off-duty periods. During on-duty periods, remain on duty indefinitely when an emergency occurs until properly relieved by another supervisor or until the incident concludes.
RESIDENCY REQUIREMENTA person applying for a position in the Career Service, Educational Service, Management Supervisory Service, an attorney position in the Legal Service (series 905) other than the Senior Executive Attorney Service (SEAS), or an attorney position in the Excepted Service (series 950) who is a bona fide District resident AT THE TIME OF APPLICATION for the position, may be awarded a 10-point residency preference over non-District applicants, unless the person declines the preference points. If selected the person shall be required to present no less than 8 proofs of bona fide District residency and maintain such residency for 7 consecutive years from the effective date of the appointment. Failure to maintain bona fide District residency for the 7-year period will result in forfeiture of employment.GENERAL SUITABILITY SCREENINGThis position is subject to general suitability screening; verification of employment history, reference checks, and degree/license, as applicable. The appointee to the position may be offered employment contingent upon receipt of a satisfactory general suitability screening.ENHANCED SUITABILITY SCREENINGThe position for which the individual is applying has been identified and designated as requiring enhanced suitability screening; If tentatively selected for the position, a criminal background check, traffic record check, consumer credit check, and mandatory drug and alcohol test will be conducted (as appropriate); and the appointee to the position may be offered employment contingent upon receipt of a satisfactory enhanced suitability screening.Employment BenefitsSelectee will be eligible for health and life insurance, annual (vacation), and sick leave and will be covered under the District of Columbia government's retirement plan. However, if selectee was previously employed in the District of Columbia government under an appointment for which he/she was eligible for Civil Service Retirement (CSR), contributions to CSR will resume upon re-employment.LICENSES AND CERTIFICATIONSThe incumbent must be able to obtain and maintain Special Police Officer (SPO) commissions through the District of Columbia, Metropolitan Police Department (MPD) and meet the prescribed requirements and qualifications associated with SPO status (including firearms). The incumbent must also demonstrate an understanding of weapons safety and an in-depth understanding of the use of deadly force.WORKING CONDITIONS / ENVIRONMENTThe work involves performing law enforcement duties in the protection of life, property, and civil rights of employees and the general public. The work entails preserving the peace; preventing, detecting, and investigating accidents and violations; and providing aid and comfort to citizens in emergency situations. The incumbent also involves providing technical guidance to lower-level Special Police Officers on a daily basis to relieve the higher-level officials of routine operations and instructions. The work and services affect a wide range, e.g., library properties, grounds, and the well-being of substantial numbers of employees and citizens.PHYSICAL DEMANDSThe incumbent must meet the physical requirements set forth by the District of Columbia in terms of qualifications for a Special Police Officer's license. The work requires constant mental attention as well as physical exertion such as long periods of standing, walking over rough, uneven, or rocky surfaces, up and down stairways, and lifting heavy items on the conveyor belt. It also requires agility and dexterity with the strength to pursue, apprehend, detain/arrest uncooperative suspects or to defend oneself or others against physical attack.Other Significant FactorsThe incumbent is required to be in good physical condition and be mentally stable to perform the work and is also required to work rotating shifts and weekends. The incumbent must be a United States of America citizen.Duration of Appointment:Management Supervisory ServiceCollective Bargaining Unit:This position is not covered under a collective bargaining agreement.Tour of Duty: There will not be a primary shift. The incumbent may be required to work rotating shifts, weekends, days, evenings, holidays and mid-night shifts for a 24-7/365 operation.Emergency/Essential Designation: This position is designated as Essential. The incumbent is required to work weekends, nights, and a variety of shifts and double shifts when circumstances warrant.
