Supervisory Intelligence Operations Specialist

This is a National Guard Title 32 Excepted Service Position. This National Guard position is for a Supervisory Intelligence Operations Specialist, Position Description Number PDD1645P01 and is part of the MA ANG 102nd IW, National Guard. Responsibilities include:

  • Planning, organizing, and directing the activities of assigned technicians.
  • Ensuring advice and assistance provided complies with legal and regulatory requirements and meets customer needs.
  • Developing goals and objectives that integrate support functions and overall unit program objectives.
  • Researching, interpreting, analyzing, and applying applicable intelligence and information technology guidelines, policies, and objectives.
  • Establishing policies and procedures for accomplishment of the unit's intelligence mission.
  • Planning and scheduling work to promote a smooth flow and even distribution.
  • Coordinating plans and schedules with other organization managers and customers as appropriate.
  • Identifying need for changes in priorities and taking action to implement such changes.
  • Planning work to be accomplished by subordinates, setting and adjusting short-term priorities, and preparing schedules.
  • Assigning work to subordinate employees based on organization priorities and consideration of the difficulty and requirements of assignments.
  • Balancing workload and providing advice, guidance, and direction on a wide range of technical and administrative issues.
  • Structuring assignments to create effective and economical positions.
  • Coordinating with other information technology and intelligence units and crews as appropriate.
  • Reviewing organization mission, functions, and manning.
  • Identifying requirements and initiating requests for additional resources including personnel, overtime, equipment, supplies, and space to ensure success in meeting goals and objectives.
  • Providing advice to supervisor on significant issues and problems related to work accomplishment.
  • Establishing metrics and analysis systems to ensure actions are timely and reviewed at critical points.
  • Accepting, amending, or rejecting work presented by subordinates.
  • Performing self-inspection and presenting a detailed and comprehensive report with any corrective action taken to supervisor.
  • Following up to ensure complete and quality resolution of discrepancies.
  • Assessing and revising policies and procedures as needed to improve quality, timeliness, and efficiency of work.
  • Exercising supervisory personnel management responsibilities.
  • Advising and providing counsel to employees regarding policies, procedures, and directives of management.
  • Selecting or recommending selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and EEO and diversity objectives.
  • Developing, modifying, and/or interpreting performance standards.
  • Explaining performance expectations to employees and providing regular feedback on strengths and weaknesses.
  • Holding employees responsible for satisfactory completion of work assignments.
  • Appraising subordinate workers' performance ensuring consistency and equity in rating techniques.
  • Recommending awards when appropriate and approving within-grade increases.
  • Hearing and resolving employee complaints and referring serious unresolved complaints to higher-level management.
  • Initiating action to correct performance or conduct problems.
  • Preparing documentation to support actions taken.
  • Identifying employee developmental needs and providing or arranging for training (formal and on-the-job) to maintain and improve job performance.
  • Encouraging self-development.
  • Approving master leave schedule assuring adequate coverage for peak workloads and traditional holiday vacation time.
  • Demonstrating sensitivity to ideas of subordinates.
  • Promoting an environment in which employees are empowered to participate in and contribute to effective mission accomplishment.
  • Discharging security responsibilities by ensuring education and compliance with security directives for employees with access to classified or sensitive material.
  • Recognizing and taking action to correct situations posing a threat to the health or safety of subordinates.
  • Applying EEO principles and requirements to all personnel management actions and decisions, and ensuring all personnel are treated in a manner free of discrimination.
  • Periodically reviewing position descriptions to ensure accuracy, and the most effective utilization of personnel resources.
  • Explaining classification determinations to subordinate employees.
  • Assisting the commander in oversight of unit operations.
  • Directly assisting the commander in the day-to-day operations and maintenance of the intelligence unit.
  • Overseeing mobility programs to ensure unit readiness.
  • Overseeing and assisting with cost center financial and budget planning inputs and expenditures.
  • Performing other duties as assigned.

Requirements include:

  • Military Grades: ENL: SMSgt to CMSgt
  • Compatible Military Assignments: AFSC: 1NX
  • All applications will be considered regardless of Branch AFSC
  • Area of Consideration: Open to current members of the Massachusetts Air National Guard (MAANG) and those eligible to transfer to the Massachusetts Air National Guard.
  • National Guard Membership is Required: This is an excepted service position that requires membership in a compatible military assignment in the National Guard.
  • General Experience: Must have experience which demonstrates administrative, professional, investigative, or technical work requiring the ability to deal effectively with others, to collect, evaluate and organize pertinent facts.
  • Specialized Experience: Must have at least 1 year equivalent to the next lower grade level of specialized experience developing and recommending policy, organizing and carrying out specific programs, evaluating and recommending changes in methods of intelligence operations.
  • Part-Time or Unpaid Experience: Credit will be given for appropriate unpaid and/or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of months/years.
  • Volunteer Work Experience: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
  • You will receive credit for all qualifying experience, including volunteer experience.

  • For M-Day/Traditional personnel who are currently receiving incentives to include Bonuses and the Student Loan Repayment Program incentive, the following termination rule applies: Incentive Termination without Recoupment: If you accept an Active Guard Reserve (AGR) position or a Military Technician (Mil Tech) Permanent or Indefinite position after 25 February 2010 where membership in the National Guard is a condition of employment, your bonus will be terminated with no recoupment.
