Job Description The Director I, Subcontracts is responsible for strategic leadership working closely with BAE Systems I&S Sector Senior leadership, Program Managers, Business Winning, Subcontract Administrators and Contracts Administrators to develop and enhance the Small Business Program and sector growth. The individual will lead outreach to small businesses and liaison between programs and potential small business suppliers, to meet individual plan goals, small business subcontracting regulations and reporting requirements. THis position is hybrid and office locations include: McLean, VA, California, MD, Rockville, MD, Sterling, VA, Charleston, SC, and Fort Walton Beach, FL Key Responsibilities:
  • Develop and review Small Business Subcontracting Plans and Participation Plans in bids and proposals
  • Provide assistance in the bid, proposal and contract preparation process including assistance with identification of small, small disadvantaged, women-owned, HUBZone, veteran-owned, service-disabled veteran-owned businesses, and nontraditional business partners
  • Provide inputs to and prepare Small Business Plans and Small Business Participation Plans for inclusion in proposals; Support color team reviews
  • Prepare and submit semi-annual Individual Subcontracting Reports (ISRs), Summary Subcontracting Reports (SSRs), ICeSRS and additional reports as needed
  • Develop metrics, dashboards, and performance scorecards for small business utilization
  • Lead goal compliance reviews with individual Program Managers and Directors
  • Review and approve small business plans and reports from Subcontractors
  • Recommend process and systems changes for efficient application of regulatory compliance & train and mentor Buyers/Subcontract Administrators and Business Winning teams on the Small Business Subcontracting Program
  • Interact with all levels of staff, management, and government personnel
  • Support continuous process improvement activities to promote the small business program throughout the BAE Systems, I&S Sector and beyond.

Required Education, Experience, & Skills
  • Bachelor's degree in Business, Supply Chain, Contracting, Finance/Accounting and/or equivalent work experience.
  • Minimum of ten (10) years of business experience working in a supplier diversity/ small business or Supply Chain leadership role for the federal government contract and supply chain professions
  • Knowledge of commercial purchasing practices as well as the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS), including requirements for obtaining and maintaining a Defense Contract Management Agency (DCMA) approved purchasing system and experience in the actual preparation and execution of a Small Business Administration (SBA) audit.
  • Experience in eSRS reporting, Individual Subcontract Reports (ISR), Summary Subcontract Reports (SSR) and preparing Small Business Subcontracting Plans.
  • Experience developing professional relationships with leadership, client staff, peers, subcontractors, and customers.
  • Experience developing reports and metrics that can be used to drive improvements within the Supply Chain function and monitor audit trends.
  • Experience creating presentations with minimal supervision or guidance to present to both small and large internal and external audiences.
  • Experience working in databases and apply search processes to identifying potential small businesses and Nontraditional partners.
  • Experience interfacing with people on the phone, at trade shows, in meetings, etc.
  • Advanced knowledge of Microsoft Office Suite.
  • Possession of excellent organizational skills, including prioritizing a workload and multi-tasking while paying strict attention to detail.
  • Strong written and oral communication skills.
Preferred Education, Experience, & Skills
  • Master's degree in Business Administration, or related field
  • Professional certification in contracts management, such as CCMP or NCMA
  • Experience in a related industry, such as aerospace, defense, or technology
  • Strong business acumen, with ability to understand organizational objectives and priorities
Pay Information Full-Time Salary Range: $135556 - $230444 Please note: This range is based on our market pay structures. However, individual salaries are determined by a variety of factors including, but not limited to: business considerations, local market conditions, and internal equity, as well as candidate qualifications, such as skills, education, and experience.
