Overview

C.H. Robinson is looking for a Strategic Program Manager to join our team. In this role, you will lead, coordinate, and enhance our global compliance programs, with a focus on OFAC regulations, international trade laws, and U.S. export control regulations (EAR/ITAR) as applicable to freight forwarding activities. The role supports the implementation of effective compliance controls across all global locations, ensuring that transactions, shipments, customer engagements, and routing decisions comply with U.S. sanctions and export laws. It also fosters a strong culture of compliance across all regions, with emphasis on restricted party screening, due diligence, embargo awareness, and adherence to customer instructions related to controlled goods.

This position offers the flexibility to be based anywhere in the United States and can be entirely remote.

Responsibilities
  • Lead the development, implementation, and maintenance of U.S. export (EAR/ITAR) and OFAC compliance programs across global operations.

  • Create, maintain, and update program documentation for global and OFAC compliance initiatives.

  • Oversee the implementation of compliance action plans and ensure alignment with corporate policies and legal requirements.

  • Conduct risk assessments related to OFAC, sanctions, and U.S. export controls; develop and implement mitigation strategies.

  • Provide oversight for shipments involving dual-use and military items, ensuring appropriate handling, routing, and documentation in line with regulatory obligations.

  • Develop and harmonize global Standard Operating Procedures (SOPs), integrating regional requirements while maintaining U.S. compliance standards.

  • Deliver targeted training and raise awareness on OFAC, EAR, ITAR, and global trade compliance for internal teams and business units.

  • Monitor and analyze regulatory changes; proactively adjust policies and procedures to maintain compliance.

  • Serve as a strategic advisor on sanctions risk, transaction-level red flags, and compliance issues related to new business initiatives, acquisitions, and customer engagement.

  • Support and advise the Trade Compliance Committee on operational and strategic initiatives.

  • Draft and review reports, voluntary self-disclosures, OFAC administrative subpoena responses, and blocking reports as needed.

  • Liaise with regional leadership to integrate compliance efforts seamlessly into business operations.

  • Track and report compliance program performance and enhancements to senior leadership.

  • Mentor team members on U.S. export and sanctions compliance to build functional expertise and drive program excellence.

Qualifications

Required:

  • Bachelor's degree in business, International Trade, or related field

  • 5-7 years of experience in U.S. and global trade compliance, OFAC regulations, and program management

  • Strong knowledge of U.S. and international trade laws, export regulations (EAR/ITAR), sanctions, and export controls

  • Must be able to work a flexible schedule to accommodate meetings with global teams operating in different time zones

  • Proficiency in compliance management tools and regulatory technologies

  • Values a diverse and inclusive work environment

  • Master's degree in International Trade, or related field

Compensation and Benefits

Compensation Range

$83,500.00 - $185,400.00

The base pay range displayed on each job posting reflects the minimum and maximum base pay for the position across all U.S. locations. Your individual base pay within this range is determined by work location, which takes into account geographic cost of labor, and additional factors, including job-related skills, experience, and relevant education or training. Compensation details listed in this posting reflect the base pay only and do not include additional variable compensation.
