This position involves administration, enforcement, and compliance with local ordinances and state codes regulating stormwater quality and quantity, construction, and industrial activity, as outlined in the City's NPDES MS4 Permit. The incumbent works under general supervision, developing work methods and sequences.
The work is considered light-to-medium in nature, requiring walking or standing most of the time, and exerting between 20 and 50 pounds of force regularly. It also involves skillful use of fingers, hands, or limbs with close tolerances or accuracy limits. The physical abilities required include feeling, fingering, grasping, handling, hearing, kneeling, lifting, mental acuity, pulling, pushing, reaching, repetitive motion, speaking, talking, visual acuity, and walking.
The work environment may expose the employee to dust, pollen, extreme temperatures, humidity, traffic, machinery, electrical shock, and heights. It is dynamic, requiring sensitivity to change and responsiveness to shifting goals and priorities.
Responsibilities include:
Performing construction plan reviews;Managing inquiries and complaints;Supervising stormwater programs;Handling timekeeping, hiring, and firing;Developing and revising technical documents as required by permits;Conducting internal audits and billings;Enforcing regulations;Assisting with street division concerns and projects;Liaising with consultants and development centers;Participating in public education and outreach;Supporting Floodplain Management Programs;Preparing annual reports;Assisting with stormwater CIP projects;Attending meetings and training;Performing other duties as assigned.Minimum requirements:
- Bachelor's degree in biology, chemistry, environmental management, or related field with five years of experience OR an associate's degree with seven years of experience;
- Valid South Carolina Class D Driver's License;
- Erosion Prevention and Sediment Control Inspector Certification within one year;
- Floodplain Manager Certification (preferred);
- E.I.T or P.E. license (preferred).
