The Specialized Treatment for Optimized Programming (STOP) Program Area Six connects California Department of Corrections and Rehabilitation inmates and parolees to comprehensive, evidence-based programming and services during their transition into the community, prioritizing those within their first year of release and assessed as moderate to high risk to reoffend. Area Six includes San Diego, Orange, and Imperial counties. STOP subcontracts with detoxification, licensed residential treatment programs, outpatient programs, professional services, and re-entry and recovery housing to assist participants with reentry and recovery resources. Participants are assigned an individual Case Manager overseeing their progress, assisting with Medi-Cal benefits, and creating Individualized Service Plans for successful community reintegration.
The Director will oversee all program functions including development and fidelity of Evidence-Based Services, staff and subcontractor training, service planning, budget development, management supervision, contract compliance, quality assurance, CDCR reporting, policy implementation, fiscal management, program evaluation, and overall project oversight. Reporting to the Vice President of Justice Involved Programs, this role is strategic and operational, requiring management of staff, response to new initiatives, compliance, expansion of service lines, and maintaining service quality. The Director will set strategies and prioritize goals.
KEY RESPONSIBILITIES
Planning/Development: Respond efficiently to business initiatives, write grant proposals, conduct systems analysis, develop training programs, and collaborate with management to align with the agency's mission. Implement MediCal CalAIM Enhanced Care Management into the Case Management staffing model for community-based, person-centered Care Coordination.
Agency Representation: Represent the agency at executive levels within government to develop policies, stay informed on advancements, collaborate with colleagues, provide leadership, and maintain relationships with funding sources and contractors.
Management of Community Service Networks: Assess community capacity, develop networks of providers, negotiate contracts, monitor service delivery, design corrective actions, oversee reimbursement, and utilize outcome reports to maximize client retention and funding.
Administrative Responsibilities: Liaise with funding sources, ensure confidentiality and compliance, develop policies, oversee quality assurance, manage contracts, and coordinate research and evaluation.
Fiscal: Manage multi-million-dollar budgets, analyze expenditures, oversee invoices, and interpret financial statements.
Supervisory: Mentor and supervise management staff, oversee hiring, evaluation, and compliance, and ensure a supportive workplace environment.
Duties and Tasks: Identify business opportunities, conduct financial analysis, monitor subcontractor services, write grant proposals, organize reports, utilize data analysis, resolve conflicts, and address contract gaps.

QUALIFICATIONS:
Education and Experience:
Additional requirements include leadership ability, financial management skills, and preferred experience in mental health/addictions. A Bachelor's degree in Psychology, Sociology, Criminal Justice, or equivalent experience is required. Certification as a Substance Use Disorder Counselor (SUDCCC) is preferred.
