Salary: $67,996.00 - $132,593.00 Annually Location : Lenoir County, NC Job Type: Permanent Full-Time Job Number: 25-10609 Department: Dept of Health and Human Services Division: Caswell Developmental Center Opening Date: 09/05/2025 Closing Date: 9/19/2025 5:00 PM Eastern Job Class Title: Quality Assurance/ Standards Manager Position Number: 60053313 Section: Caswell Developmental Center Salary Grade: NC21 Description of Work **This is an Anticipated Vacancy** The primary purpose of the Standards Management department is to coordinate and oversee administrative and critical functions of Quality Improvement and Risk Management, Staff Development, Management Investigations and Client Information Services. Job responsibilities include the overall responsibility for the direction and management of the following for the facility:
  • Responsible for the certification and survey processes including Health and Sanitation Inspections and recertification and complaint surveys through the ICF IID program.
  • Compliance with the Patient Safety Organization including data entry and reporting to DSOHF, as well as the identification of system issues impacting client safety.
  • Compliance with regulatory mandates impacting administrative policies /procedures.
  • Responsible for oversight of program to ensure compliance with HIPAA and other privacy initiatives with DHHS.
  • Liaison for cases involving risk management and safety concerns.
  • Special projects as assigned by the Center Director.

Qualified candidates must document on the application that they clearly possess all of the following:
  • Demonstrated managerial experience with residential/institutional developmental disabilities programs and services, and sound knowledge of ICF/IID regulations and certification processes and governing body mandates.
  • Prior record of establishing and maintain successful working relationships with clients, families, advocates, stakeholders, community leaders/members, and external supports such as surveyors/auditors, public safety, etc.
  • High degrees of confidentiality, maturity, ethics, and strong negotiation and conflict resolution skills,
  • Demonstrated skills in planning, organizing and problem solving and independently prioritizing and organizing time to accomplish work objectives.
  • Excellent presentation skills and attention to detail.
  • Computer literacy with good working knowledge of computer programs such as Word, Excel, Power Point, etc.
  • Possess a high degree of deductive and inductive reasoning abilities and problem sensitivity, excellent analytical skills in the review of data and investigatory information.
  • Demonstrated high level of comprehension and written communication skills.
Management Preferences:
  • Experience in Risk Management and / or Quality Management/Improvement Services.
  • Prefer knowledge and/or experience with a Patient Safety Organization and Patient Safety Management System.

Master's degree in social sciences, business administration, or communications from an appropriately accredited institution and four years of supervisory or consultative experience in human services program to which assigned; or Bachelor's degree in social sciences, business administration, or communications from an appropriately accredited institution and five years of experience in the above; or an equivalent combination of education and experience.
